This is a Permanent Exempt appointment not to exceed three (3) years. However, appointees would have an opportunity to reapply for an additional term. This position is exempt from Civil Service Commission rules pursuant to the City and County of San Francisco, Charter Section 10.104, and incumbents are considered “at will” and serve at the discretion of the Appointing Officer.  This is a full time, 40 hours per week appointment.

The current position is located at the San Francisco Department of Emergency Management (DEM) in the Urban Areas Security Initiative (UASI) Division.  DEM manages disaster preparation, mitigation, and response; 9-1-1 dispatch, and homeland security grants distribution for the City and County of San Francisco. DEM was created in 2006 by local legislation that reorganized the Emergency Communications Department and the Office of Emergency Services into a single agency. The UASI division improves regional capacity to prevent, protect against, respond to, and recover from terrorist incidents and catastrophic events. UASI utilizes federal homeland security grant funds to analyze regional risks, identify capability gaps, and build a secure, prepared and resilient region. Role description

Under the direction of the UASI General Manager, the Securing the Cities (STC) San Francisco Bay Area Regional Program Manager is responsible for assisting the General Manager with the creation, implementation and management of the STC San Francisco Bay Area program decisions and other duties as determined by the General Manager. This position will assist the General Manager to provide region-wide leadership and administration of the STC San Francisco Bay Area Program under the Department of Homeland Security (DHS) grant award to the Bay Area Region.

Through the DHS Countering Weapons of Mass Destruction Office (CWMD), the San Francisco STC Bay Area program is funded by a cooperative grant, which focuses on building/sustaining radiological/nuclear preventive, “left of Boom”, capabilities within an Area of Responsibility (AOR) that includes twelve Bay Area counties as well as the counties of Sacramento, Fresno, and Washoe, NV.

The STC San Francisco Bay Area Regional Program Manager will collaborate with STC San Francisco Bay Area stakeholders, state and federal partners, to provide leadership to executive committees and working groups, established by the General Manager. This position will assist with regional coordination, monitoring, and oversight management of grant funded projects to ensure regional support and federal compliance. The STC San Francisco Bay Area Regional Program Manager will direct the allocation of the STC San Francisco Bay Area Program resources to achieve timely outcomes and measurable goals within budget, adjust plans, strategies, and programs to meet emerging or new initiatives, while continuing to address major CWMD priorities.

The essential functions of this position include:  

  • Reviews, recommends, and evaluates regional strategies for the financial and administrative management of the STC San Francisco Bay Area Program, including the roles of partnership entities, systems, grants,  procurement, contracting, compliance, monitoring, reporting, and performance management.
  • Coordinates and collaborates with the STC San Francisco Bay Area Principal Partners, Executive Committees, Work Groups and other stakeholders identified by the UASI General Manager.
  • Supervises, trains, assigns and evaluates the activities of assigned Bay Area UASI Division personnel. Provides oversight to the Bay Area UASI Chemical, Biological, Radiological, Nuclear, Explosive (CBRNE) Regional Project Manager and coordinates region-wide STC San Francisco Bay Area activities. Establishes STC San Francisco Bay Area program performance goals and objectives. As directed by the General Manager, supervises other project management initiatives.
  • Assists the General Manager to manage regional project managers of the BAUASI Management Team to support the General Manager and the BAUASI region’s initiatives and projects. Works with the CBRNE regional project manager to monitor project milestones with sub-recipients and vendors to ensure project and program compliance. Provides staff support for meetings and necessary follow-up.
  • Communicates regularly with local, regional, state, and federal partners. Responds to local and regional stakeholders regarding concerns/issues and provides briefings on UASI and STC San Francisco Bay Area programs and projects. Communicates regularly through meetings and follows up to ensure adequate participation with regional partners.
  • Develops short-term and long-term strategic plans and goals. Develops and implements policies, goals and objectives to ensure the enforcement of all applicable laws, ordinances and regulations.
  • Assists the General manager to establish a STC San Francisco Bay Area Program organizational structure, monitors staff assignments, and implements administrative processes to accomplish the STC San Francisco Bay Area Program’s mission and objectives in an effective and efficient manner.
  • Participates in the development and submission of an annual budget. Prepares/submits quarterly reports to the CWMD Office, and prepares and conducts weekly meetings with the CWMD Office.
  • Prepares and presents reports to elected officials regarding activities, issues, and needs of the organization. On an as needed basis, represents the organization before or provides information to commissions, boards, committees and representatives from international, federal, state and local organizations and agencies.
  • Performs other related duties as assigned.

How to qualify

Education: Possession of a Bachelor’s degree in Public Policy, Program Management, Radiological Nuclear Detection or a closely related field; AND

Experience: Six (6) years of professional experience in grant compliance or organizational performance monitoring program, that includes responsibility for intergovernmental relations, in a large public agency. Qualifying experience must include at least three (3) years supervising mid-level professionals.

Education Substitution:  Additional qualifying work experience in grant compliance or organizational performance monitoring program, that includes responsibility for intergovernmental relations, in a large public agency may be substituted for the required education on a year-for-year basis for up to two (2) years. (One year of work experience is equal to 30 semester or 45 quarter units).

Experience Substitution: Possession of a Master’s degree in Public Policy, Program Management, Radiological Nuclear Detection, or a closely related field may substitute for one year of experience (but may not substitute for the required supervisory experience).

Desirable Qualifications:

  • Four to six years of management experience in grant compliance or organizational performance monitoring program, that includes responsibility for intergovernmental relations, in a large public agency.
  • Experience developing, implementing, and evaluating policies and procedures to improve the processes effectively and efficiently in a large public jurisdiction.
  • Experience establishing an organizational structure, monitoring staff assignments, and implementing administrative processes to accomplish agency/program mission and objectives in an effective and efficient manner.
  • Experience reviewing, recommending, and evaluating strategies for the financial and administrative management of grant funded programs in a timely manner.
  • Experience complying or ensuring compliance with City and County of San Francisco procurement, contracting, and grant regulations.
  • Experience program solving regarding local, state and federal grant activities and issues.
  • Working knowledge in Radiological Nuclear Detection, including training and exercise initiatives.
  • Working knowledge in the field of CBRNE program development and administration.
  • Working knowledge of implementing CBRNE training and exercise initiatives.
  • Completed courses towards or completion of Project Management Professional (PMP) certificate.
  • Working knowledge and/or completed courses regarding chemical/biological and radiological/nuclear materials.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.
