Amid a dynamic and ever-evolving urban landscape, the San Francisco Recreation and Park Department stewards one of the premier urban park systems in America. San Francisco recently became the first city in the United States for which 100% of its residents live within a ten-minute walk of a park. Considered by San Franciscans to be one of the City’s most popular and effective public agencies, our department manages and maintains more than 225 parks, playgrounds, and open spaces in San Francisco, including two outside of city limits: Sharp Park in Pacifica and Camp Mather in the High Sierras. Our 4,100- acre system includes 25 recreation centers, 9 swimming pools, 5 golf courses and numerous athletic facilities, including sports courts, ball diamonds, soccer fields and gymnasiums. Included in the department’s responsibilities are Golden Gate Park, Coit Tower, the Marina Yacht Harbor, the Palace of Fine Arts, and TPC Harding Park golf course.

Role description
Division Overview
The Capital & Planning Division is currently delivering a portfolio of over 80 Capital Improvement Projects with a value of approximately $800M. In addition to improvements to existing recreational facilities in the city, the division is also responsible for the acquisition and development of new facilities, as well as monitoring and raising funds for these improvements. The Division, including this position, supports other departmental divisions with regulatory compliance as it relates to park improvements and maintenance.
Position Description
Under general direction of the Capital Finance Manager, the Accountant III performs complex accounting functions consistent with Generally Accepted Accounting Principles (GAAP), Government Accounting Standards Board (GASB) standards, auditing procedures, City policies and procedures in connection with capital budgeting and grants management.
- Reviews, prepares, and reconciles financial reports derived from the City’s financial reporting system. Ability to use Excel to create and develop financial and budgetary reports.
- Reviews, reconciles, and audits accounting records of capital project grant expenditures, receivables, and encumbrances to ensure fiscal accuracy and control.
- In the City’s Financial System:
- Creates and maintains accounting chartfield structures to ensure accurate recording, reporting and control in financial system.
- Identifies, initiates, and coordinates interdepartmental grant and capital accounting entries, reconciliations, and project close-out.
- Performs analysis and reconciliation of General Ledger (GL) accounts related to capital funds and; close-out and/or de-obligate appropriation and estimated revenue for project and its associated fund.
- Issues purchase orders and change orders for Capital construction contracts. Reviews Construction invoices to ensure compliance and progress payment requirements are met prior to payment.
- Identifies, creates, and maintains task profile IDs.
- Performs quarterly and fiscal year-end closing activities. Activities include but are not limited to capital project reconciliations, accruals, and interdepartmental work orders.
- Maintains current knowledge of applicable ordinances, rules, regulations, policies and standards related to grant and capital accounting.
- Provides accounting analysis, reasoning, and recommendations to Recreation and Park’s Capital and Planning team.
- Possesses an advanced understanding and knowledge of the City’s Financial System Project (F$P).
- Submits grant reimbursement requests in coordination with the grants manager.
- Analyzes fund balances and reconciles fund balances.
- Supervises subordinate staff by delegating, planning, directing and assigning accounting work. Includes training, coaching, and evaluating staff performance.
Performs special projects, and other related duties and responsibilities as assigned.
How to qualify
MINIMUM QUALIFICATIONS
1. A baccalaureate degree from an accredited college or university, preferably with major course work in accounting, finance, business administration, or related field. Such education must include eighteen(18) semester units or twenty-four ( 24) quarter units of coursework in accounting. AND
Four (4) years of professional accounting which includes analysis or problem solving. Experience must include: Working with an automated financial system, (preferably a government system) performing difficult and responsible accounting, as well as preparing financial records and reports. OR
2. City and County of San Francisco Employees with four (4) years of professional accounting experience including experience as a 1652 Accountant II.
Substitution:
A Master's degree in accounting, business administration, computer information systems, public policy, or a closely related field may be substituted for one year of work experience.
DESIREABLE QUALIFICATIONS
- Experience working in the City's Financial System
- Familiarity with Oracle BI and the ability to extract data from the database to generate a variety of reports for Capital projects
- Experience managing grants and contracts
- Proficient in Microsoft Excel and Pivot Tables
What else should I know?
Appointment Type: This is a Permanent Exempt appointment. This position is excluded by the Charter from the competitive Civil Service examination process, is considered “at will” and serves at the discretion of the Appointing Officer with appointment duration of up to three (3) years.
Compensation: $113,386 - $137,800 annually
