About:

The San Francisco Department of Public Health (DPH) Information Technology (IT) department supports and maintains the infrastructure and applications for Population Health, Environmental Health, and the San Francisco Health Network.

DPH IT is looking for an outstanding 1070 IT Integration, Application Development, ADS, and Biomed Device Integration Manager. The scope of management for this role includes 3-4 direct reports and supervision of a total team of 15 or more employees. This position will report to the Director of the Third-Party Applications and Integration Team and collaborate with clinical and operational leaders throughout DPH.

The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.

Role description

Duties Include

  • Organize, direct, and supervise the work of subordinate staff.  This includes managing four teams:
    • Interface Team - supporting Rhapsody, EPIC Bridges, and Data Courier
    • Application Delivery Services (ADS)- MS SQL Server database administrators
    • Application Development –developing in .NET, PowerApps, and API development and support
    • Biomed Device Integration – managing the relationship between the UCSF Biomed team and associated devices and our clinical systems
  • Participate in the development and implementation of goals, objectives, policies, priorities, and procedures for the assigned teams.  Goals should be S.M.A.R.T. and should be in alignment with the IT Strategic Plan.
  • Oversee strategic roadmap for critical inpatient and biomedical systems and work with IT Owners and Business Owners from key areas to assist those areas in developing a strategic roadmap for future contract scoping across DPH.
  • Collaborate across the department to ensure governance and accountability with IT partners including the DPH IT Contracts Department, UCSF clinician stakeholders, the Office of Health Informatics, Applications teams, and IT/Business Owners.
  • Ensure that activities are completed in a timely and efficient manner consistent with defined policies and regulations through the creation and management of project timelines and making sure milestone statuses are communicated regularly to the Director of the Third-Party Applications and Integration team.
  • Assume significant responsibility for the preparation and administration of assigned budget(s) by reviewing invoices, participating in annual budget reviews, and reviewing purchase orders.
  • Represent the department at various meetings.
  • Coordinate training programs for staff and users; design, fund, schedule, and/or arrange for outside trainers.
  • Function as liaison to other units or departments for data processing activities; coordinate sharing of common software applications and data.
  • Responsible for creating performance plans for direct reports and performing associated annual reviews of performance.  Provide consistent and constant feedback to staff and coaching when required.  Provide technical guidance and support to staff.
  • Install new devices and software for computer and telecommunication systems; and/or coordinate installation plans with vendors, administrators, users, programmers, analysts, etc.
  • Monitor, analyze, and resolve problems for systems with varied environments, including PC-based networks, minicomputers, mainframes, and the like.
  • Coordinate consultants in the purchase of hardware and software and the establishment of custom software applications for departments.
  • Ensure staff are meeting defined KPIs as defined in our Service Level Agreements.  Where there are no SLAs created, ensure they are created and reviewed annually.
  • Perform complex system administrator and/or production functions for computer and communication systems.
  • May prepare specifications and purchase orders; manage vendor accounts; recommend consulting services as needed: establish maintenance contracts for equipment.
  • Participate in the review of new hardware and software through the participation in RFI/RFP reviews, demos with vendors, analysis of impacts of new hardware to our environment, and provide recommendations on hardware/software purchases for departments.
  • Participate in Application Lifecycle management efforts in coordination with the Office of Health Informatics to ensure our applications stay up-to-date and limit potential negative impacts to our environment and users.
  • Maintain expertise in all aspects of application integration and interface services to manage the staff who analyze, assist PMO office and business in design, support inbound interfaces, validate business requirements, implement, and provide ongoing maintenance for DPH’s Population Health, Environmental Health, and the San Francisco Health Network third party application services.

How to qualify

Education

  • An associate degree in computer science or a closely related field from an accredited college or university
    OR
  • Its equivalent in terms of total course credits/units
    • At least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely related field

Experience

  • Seven (7) years* of experience in system administration, information systems development, maintenance and support, or information technology project management
    • Including
      • Two years of supervisory experience
        AND
      • Four years of Healthcare Information Technology Experience**

Substitution

  • Additional experience as described above may be substituted for the required degree on a year-for-year* basis (up to a maximum of two (2) years)
    • One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field

*One year of full-time employment is equivalent to 2,000 hours of work experience (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours a week are not included in the calculation to determine full-time employment.

  • Experience managing multiple and diverse technical teams
  • Experience creating strategic plans, project timelines, and roadmaps and understanding how they align
  • Experience with Integration Platforms (e.g., integration engines such as Rhapsody, Electronic Health Records integration such as Epic Bridges)
  • Experience with Epic Data Courier
  • Experience with interoperability standards and regulatory requirements
  • Experience with API platforms
  • Experience with Epic App Orchard
  • Experience with HL7 and FHIR APIs
  • Experience with PowerApps
  • Experience with MS SQL Server
