The City & County of San Francisco under the City Administrator’s Office operates a one-stop Permit Center located at 49 South Van Ness Ave. The City’s 39,000 sq. ft. Permit Center co-locates construction, business, and special events permitting services from different locations across the city into one centralized location and serves as the City’s primary public facing permitting service center. The Permit Center includes a customer service team that works alongside permitting staff from numerous departments including, Department of Building Inspection, Fire Department, Planning Department, Public Works, and other departments.

We offer flexibility with a hybrid remote and in-person work environment in our office in San Francisco, California. (Must be a California resident.)

Role description

Position Description:

The Permit Program and Project Manager (PPM) is responsible for managing the strategic program and project portfolio, which includes major initiatives that will improve cross-departmental permitting work for customers and further the City’s mission-critical work to build housing quicker and advance the economic recovery for our business sector.

Policy implementation, product management and influential communications are essential functions of this role to develop, coach and mentor staff on how to successfully work with a diverse set of stakeholders to drive delivery and evolve unique organizational cultures to ensure modernization and improvements are successful.

Examples of Important and Essential Duties:

  • Identifies, assesses and facilitates solutions to complex business problems creating barriers to the City delivering excellent customer services. This includes complex analysis of the issue, data, or situation, across departments and requires an in-depth evaluation of variable factors.
  • Engages with Permit Center department stakeholders to align work priorities and ensure departments are optimizing resources to deliver on citywide goals. Communicates portfolio status with department directors and City leaders.
  • Develops, maintains and continuously evolves the Permit Center Project Portfolio Management practices, policies and procedures, which includes developing systems for maintaining the portfolio of work and processes for successfully managing the implementation of new technology and policies.
  • Directly manages Permit Center project resources and matrix manages resources across departments. Coaches and mentors staff on successful implementation practices.
  • Develops reports and share information with executives, department partners and other stakeholders, on key permitting initiatives.
  • Manages roadmap for key Permit Center products including customized payment products, customer service tools and back-office efficiency products.
  • Supports Permit Center Director on strategic planning initiatives, including budget development, contracting and vendor management.
  • Performs related duties as required.

How to qualify

MINIMUM QUALIFICATIONS

Education:
Baccalaureate degree from an accredited college or university in business, public administration, project management, management information systems, computer science, organizational behavior, or closely related field.

Experience:
Five (5) years of professional-level project management experience leading work in a matrix management environment, developing operational protocols and practices, and maintaining a strategic portfolio for executives or department leaders in a complex or multi-department organization.

Substitution:
Additional verifiable project management experience as described above may substitute for up to two years of the required education on a year-for-year basis. One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units.

Note(s):

  • One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
  • Applicants must meet minimum qualification requirements by the final filing date unless otherwise noted.

Desirable Qualifications:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Experience managing in a formal project management office (PMO) for an organization with at least 300 employees
  • Certified Project Management Professional (PMP)
  • Certified Scrum Master

SELECTION PROCEDURE/EXAMINATION REQUIREMENTS
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ):
Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire (Weight 100%):
Candidates deemed to meet the minimum qualifications will be required to complete a supplemental questionnaire. This supplemental questionnaire has been designed to measure relative knowledge, skills and abilities in job-related areas, which may include, but not be limited to, knowledge of: project portfolio best practices, permitting and licensing processes, budget development, personnel administration; ability to manage multiple complex projects, conduct analysis of operations, recommend solutions, make decisions and report upon operating conditions and problems, deal tactfully and effectively with others; written and verbal communication skills.

Important Note: As part of the supplemental questionnaire, candidates will be required to submit a project portfolio up to a maximum of 10 pages in PDF format of any paper size up to 11x17, which includes the best examples of their work to demonstrate experience and technical skills maintaining a portfolio of projects across an organization. All information should be consistent with the official employment application and is subject to verification. Failure to complete the questionnaire and submit PDF portfolio examples may result in disqualification or a lower score. A passing score must be achieved in order to be ranked on the eligible list.

What else should I know?

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be 6 months and may be extended with the approval of the Human Resources Director.
