Role description

Under direction, supervises, assigns work, and participates in the work of a unit responsible for providing employment, social services, and financial support to clients; performs a variety of technical tasks relative to the area of assigned responsibility, and performs related duties as required.

Essential Duties and Functions

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

 

1. Plans, prioritizes, assigns, supervises, reviews, and directs the work of a unit of employment and training specialists directly involved in providing employment, training, or Welfare-to-work services.

2. Plans establishes goals and objectives, and prioritizes individual and unit work goals and assignments to meet the agency's performance standards, expectations, and timelines.

3. Designs, coordinates, and facilitates program’s activities, workshops, and Welfare to Work requirements, with employment and training staff and other departmental or agency representatives.

4. Interprets, explains, and enforces complex Federal, State, and local laws, including regulations, policies, and procedures, and produces reports that ensure Program is in compliance.

5. Assists in the development and implementation of changes to policies and procedures in compliance with overall departmental policies and goals.

6. Evaluates and reviews active cases and other work performed by staff related to case management and Employment Plans, and plans and supports the development of staff’s skills in order to meet and exceed program’s goals.

7. Applies regulatory criteria to determine and re-determine clients’ eligibility by using automated systems and application software.

8. Provides training and guidance to supervised staff on the following: Welfare-to-work case management, case referrals, case reviews, as well as determination of and continuing client eligibility.

9. Refers clients to appropriate agencies according to established policies and procedures.

10. Interviews complainants and makes cause determinations regarding employment and training case management issues according to established guidelines.

11. Establishes working relationships with team members, and collaborates with other supervisors and managers (internally and interdepartmentally) in coordinating activities of staff.

12. Develops, coordinates, and makes adjustments to employee's schedules. Approves timesheets of assigned staff, including time-off requests.

13. Conducts unit meetings relating to departmental activities and new procedures that improve client services.

14. Participates in prescribed employment, training, or Welfare to Work trainings in order to support the program's initiatives and objectives.

15. Participates in the hiring process of staff; accurately evaluates employees' performance, prepares performance appraisals in a timely manner, and assists employees in identifying skills and abilities as targets of training and development activities related to current and future job requirements.

16. Maintains professional competencies by staying current on new trends, developments, and legislations in the areas of employment and Welfare to Work.

How to qualify

Education

1. Possession of a baccalaureate degree from an accredited college or university; AND

Experience

2. Three (3) years directly related experience in workforce development, career counseling, job or business development, job placement/staffing services, human resources, job search training, workshop instruction, and facilitation, or a closely-related field.

Additional qualifying experience may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). Thirty (30) semester units/forty-five (45) quarter units equal one (1) year.

License and Certification

Some positions require possession of, or the ability to obtain an appropriate, valid California driver's license

Special Requirements

Essential duties involve the following physical skills and work environment

Positions involve physical activities of sitting, standing, and walking. May require hand/eye coordination and manual dexterity for computer use. May involve extensive VDT exposure.

Desired Qualifications

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

1. Graduation from an accredited college or university with a baccalaureate degree in Behavioral Science, Public or Business Administration, Organizational Development, Workforce Development, Vocational Counseling, Marketing/Sales, or a closely related field.

Selection Procedures

Note: A passing score must be achieved on both the Basic Supervisor Exam examination and the Supplemental Questionnaire Evaluation in order to continue in the selection process.

Basic Supervisor Exam (BSE) (Weight= 50%)

Candidates will be invited to the Basic Supervisory Examination, a written multiple-choice examination that is designed to measure basic knowledge of various supervisory practices and procedures (e.g. directing, counseling, guiding, evaluating, motivating, disciplining, developing and training subordinates, delegation, etc.) as well as customer service and reading comprehension.

This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review.

The examination is administered via computer or in paper format. Qualified candidates will be notified of the particular format to be used in their test appointment notification.

The score you achieve on this examination shall be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take this test again should you apply and be found eligible for a future announcement for which this particular test is used.

Please note this test is used for other supervisory classes therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement.

However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

A passing score must be achieved on the Basic Supervisor Exam examination in order to continue in the selection process.

Supplemental Questionnaire Examination: (Weight= 50%)

The Supplemental Questionnaire is designed to measure an applicant’s relative knowledge, skills, and abilities in job-related areas identified as critical for successful performance. These may include but are not limited to: knowledge and ability to use common computer applications on a personal computer, decision-making, customer service, human relations, self-management (independence, time management, setting priorities), and ability to manage caseloads, data analysis, and problem-solving.

All responses to the Supplemental Questionnaire are subject to verification and should be consistent with the information provided in your application.

A passing score must be achieved on the Supplemental Questionnaire Evaluation examination in order to continue in the selection process.

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ) (Weight = Qualifying)

Candidates will be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.”

Eligible List/Score Report

A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be 12 months and may be extended with the approval of the Human Resources Director.
