Public Works currently has vacancies for the role of GIS Principal Analyst (1054) within our Information Technology Unit.
Information Technology
Our team designs, programs, operates, and maintains all department-wide automated information systems and equipment. Services include process analysis and planning; software development, configuration, and implementation; network and hardware installation; technology operations; help desk and security; and software support and system compliance functions.
Role description
Under general direction, you will serve as the top technical authority for managing and maintaining the City’s Basemap, developing mapping tools, and creating strategies to implement GIS solutions department-wide.
As a GIS Principal Analyst, you will work with our department and other city agencies to integrate data and map component changes into the City’s Basemap. You will oversee the parcel management process in partnership with the Assessor / Recorder and guide other IT staff on integrating GIS data and methods into application systems.
Important and Essential Duties:
As a GIS Principal Analyst, your duties may include but are not limited to the following:
- Function as the Product Manager of GIS-related systems.
- Develop and administer GIS policies and procedures.
- Design, develop, and maintain GIS databases.
- Plan and implement GIS projects and applications.
- Identify, obtain, and manage necessary GIS resources.
- Assign, monitor, and evaluate the work of GIS staff.
- Coordinate, assign, and/ or advise on GIS-related activities and initiatives with other departments and staff members.
- Manage relationships with collaborating and/or related outside GIS organizations and attend meetings of local user groups.
- Evaluate technological advances and promote and advise on the usage of appropriate technology and tools for users and for integrating GIS into applications.
- Identify trends and new technologies within the GIS Industry and make recommendations on procurement and implementation of solutions to enhance and improve on the delivery of GIS Services.
- Develop a plan to oversee the migration of GIS data to the City’s new CS13 high-precision geographic projection.
- Develop interoperability between CS13 and other geographic projection systems currently in use.
- Manage and monitor the progress of contractors and vendors.
- Support production system and resolve problems.
How to qualify
Minimum Qualifications:
Education:
An Associates degree in Computer Science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].
Experience:
Five (5) years of experience in the Information Systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.
Special condition:
5 years Experience in Geographic Information System (GIS) using ESRI products (Arcview, ArcInfo, ArcGIS, MapObjects, ArcIMS) performing analysis, design, development, testing, implementation, and production support for GIS applications.
Substitution:
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.
Desirable Qualifications:
The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:
- Experience using FMW or other similar ETL GIS software products.
- Familiarity with Python (arcpy) scripting of geographical and spatial operations.
- Extensive experience with ArcGIS suite of tools including ArcInfo, SDE, ArcGIS Map Server, ArcMap/ArcCatalog, and ArcGIS Online; AutoCAD and MS SQL database.
- Database: experience with designing databases, creating automation scripts, troubleshooting errors, improving data quality, and familiarity with data warehousing.
- Experience with Application Development Languages and platforms: C, C#, .NET, MVC, TSQL, Python, JavaScript, jQuery, MySQL Workbench, PowerBI, Visual Studio, APIs.
- Experience with Application development methodologies: Agile, SDLC
- Knowledge of ITIL framework.
- Ability to prioritize and multitask.
- Ability to troubleshoot issues and problem solve.
- Be a team player but can also excel at working independently.

The selection process will include an evaluation of applications in relation to minimum requirements. Candidates will be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
