Role description
Project Name: Hetch Hetchy Water & Power (HHWP) Safety Program
Position Description:
The 5602 Utility Specialist (Safety Coordinator) will provide direct support for the HHWP field safety program. The 5602 will review existing procedural documents and programs, and current policies to identify deficiencies. The 5602 will also perform field investigations to evaluate HHWP crew safety procedure implementation. From the document review and field evaluations, the 5602 will identify improvements to procedures and trainings to ensure compliance with safety regulations. The 5602 will review scheduled work and provide safety mitigation measures.
Essential Duties and Responsibilities:
1. Monitors operations to ensure compliance with safety policy directives, laws, and regulations with the support of SFPUC Health and Safety staff.
2. Reviews and updates procedures and documentation related to electrical safety, confined space, emergency rescue, tower safety, LOTO-T, tailgates, and other programs as assigned. Makes recommendations for improvements.
3. Identifies needs for safety training from inspections, trend analyses, and review of regulatory requirements.
4. Collaborates with training staff and SFPUC Health and Safety Staff to design and implements new safety trainings and evaluates and revises existing safety training programs.
5. Develops safety plans for scheduled maintenance outages to identify hazards and provides mitigation plans.
6. Develops job specific safety plans, site safety support, and follow up reporting, as necessary.
7. Investigates accidents to identify causal factors and provides follow up reporting.
8. Consults with managers and employees to make recommendations for implementing safety changes.
Reporting Location:
Moccasin is located 140 miles east of the San Francisco Bay Area and requires a 5-hour round trip commute by car in fair weather.
How to qualify
If you are interested in a job like this, we are looking for people that have the following:
Education:
- Possession of a baccalaureate degree from an accredited college or university preferably with major coursework in Law, Engineering, Environmental Studies, Natural Resources, Computer Science, Business Administration, Mathematics, Statistics, Economics or other field related to the utility business.
Experience:
- Four years of verifiable journey-level work experience in one or more of the following areas: planning, scheduling, cost estimating and resource projecting for mid to large scale projects; water supply management and planning; power operations planning and scheduling; analysis, interpretation and application of utility contracts and regulations in either water, power (electric and/or natural gas), telecommunications, or a wastewater program; utility market and environmental analysis and planning; power supply and transmission rates and contracts; generation, transmission or distribution planning and design; or long-term utility systems planning.
License and Certification:
- Possession of a valid Class C driver license.
Substitution: Additional qualifying experience may be substituted for the degree requirement on a year-for-year basis.
Desirable Qualifications:
- 2 years or more experience in coordinating safety programs for a public entity.
- Experience in developing policies and procedures related to safety.
- Experience in providing safety training.
