About:
The Treasure Island Development Authority (TIDA) is the City agency charged with implementation of the development program in partnership with the private developer, Treasure Island Community Development (TICD). TIDA supports TICD in the design permitting, construction of public infrastructure required of the program and in the permitting, inspection and occupancy of market-rate housing. TIDA is also charged with the development, in partnership with affordable housing developers and operators, of numerous affordable housing sites and with the ownership and operation of the program’s future parks and open spaces.
The Treasure Island development program includes the development of 8,000 new homes; over 500,000 square feet of retail and office space, 290 acres of new parks; new streets, utility infrastructure, and public facilities; and geotechnical improvement measures and sea level rise adaptation strategies. Three sub-phase areas are currently under development on Treasure Island and Yerba Buena Island, and more than 1,300 new residential units are scheduled to be completed within the next three years.
Role description
This 5503 Assistant Engineer will assist TIDA staff in advancing the horizontal infrastructure in coordination with the private developer, and associated local and state agencies within the Project area. Three sub-phase areas are currently under development and more than 1,300 new residential units are scheduled to break ground before the end of the year and completed within the next three years. The position will review plans and specifications throughout all stages of design and development, including sequencing of projects, planning design, permitting, construction, and acceptance. The position will assist in securing high-quality and cost-effective infrastructure destined to be owned by the City of San Francisco and TIDA. Tasks may include reviewing and developing reports, contract specifications, lists of materials, cost estimates, schedules, operations and maintenance manuals, as-builts, and reimbursement requests.
The Assistant Engineer will lead TIDA’s efforts in ensuring high-quality management of Treasure Island's and Yerba Buena Islands water systems: including water storage and distribution, a wastewater network inclusive of both legacy Navy-era plant and infrastructure and development of the new 2025 plant and stormwater system supervisor. This position will be responsible for field inspections, conducting mandated reporting and spill management.
Key Responsibilities:
- General Civil Engineering: assist with planning, design, construction and closeout processes for development project elements. Further specifics include reviewing technical submittals prepared by the developer’s engineers and contractors, preparing technical reports and documents for permit compliance, and detailed punch list and closeout tasks with the contractor and Public Works Construction Management on technical topics including Stormwater Treatment Pump Stations.
- Prepares, reviews, and checks routine studies, calculations, designs, drawings, sketches, and plans for a variety of engineering projects using contemporary software tools.
- Conducts field inspections of existing and newly constructed structures; conducts preliminary field studies and surveys and collects data relative to the preparation of designs and drawings; reviews and analyzes field data and results of office research to determine necessary corrective measures.
- Conducts routine field inspections of construction and repair projects in progress to ensure conformance with plans, specifications and codes; monitors and reports work progress at various construction sites.
- Prepares reports on plans for future developments and improvements correspondence, minutes, and reports for a variety of inquiries and problems regarding engineering policies, procedures, standards, environmental impact issues, appeals, and other related project activities; may prepare and process legislation for engineering related issues.
- Provides written and oral responses to a variety of inquiries from other agencies, contractors, and the general public.
- Meets and consults with professional personnel, contractors, decision-makers and the public regarding engineering and development.
- Advises the TIDA management on process improvements, critical path issues, and matters under the responsibility of the position.
- Performs related duties and responsibilities as required.
- Water Systems Management: Oversee the Treasure Island Water System (TIWS) - responsible for the island's water storage and distribution. Coordinate with SFPUC for monthly TCR and MRDL reports, submitted to the State, ensuring unparalleled water quality for residents.
- Quarterly and Annual Reporting: Meticulously prepare and submit comprehensive water quality, electronic annual, and progress reports to maintain transparency and compliance.
- Wastewater Oversight: Governed by the RWQCB, you'll manage the entire wastewater network - from the legacy Navy-era plant to the development of the new 2025 plant. Be the bridge between SFPUC and TIDA in design, construction, and real estate deliberations.
- Stormwater System Supervision: Work closely with the SFPUC and consultants under the guidance of the SWRCB, ensuring efficient stormwater management. Annual reporting and system upgrades will be pivotal.
- Permitting: Manage various as-needed permits including Batch Discharge, Bay Area Air Quality, and Regional Monitoring Plans. Play a pivotal role in development with the Permit to Enter and Dig Permits.
- Project Management and Coordination. Manage and advance discreet projects within and related to the overall Island Development. Potential projects could include rights-of-way, sea level rise, historic building rehabilitation, environmental site investigations and more. May require internal City coordination with Public Works, SFPUC, SFMTA, Fire Department, MOHCD, RPD, SF Arts Commission, Planning Commission, Controllers Office, Assessor Recorder's Office, City Attorney and Department of Building Inspection. How to qualify
MINIMUM QUALIFICATIONS:
A. Possession of a baccalaureate degree or graduate degree from an engineering program with a major in the field of study related to the specialty area defined for each position.
Required Engineering Degrees per specialty:
Civil: Architectural Engineering, Civil Engineering, Environmental Engineering, Geotechnical Engineering, Sanitary Engineering, Structural Engineering, Traffic Engineering, Transportation Engineering, Water Resources Engineering, or Engineering Management
Electrical: Electrical Engineering
Mechanical: Aeronautical Engineering, Aerospace Engineering, Materials Engineering, Mechanical Engineering, or Mechatronics Engineering
Environmental: Bio-chemical Engineering, Chemical Engineering, Civil Engineering, Environmental Engineering, Industrial Engineering, Mechanical Engineering or Sanitary Engineering
Transportation: Civil Engineering, Transit Engineering, Transportation Engineering or Traffic Engineering
AND
B. One (1) year of verifiable professional engineering experience performing at least three of the following tasks:
1. Preparing or assisting in preparing studies, designs, drawings, sketches, and plans using AutoCAD and other software tools
2. Collecting data to assess project needs and define project scope through site visits, surveying, review of existing documents, reports, drawing and manuals, performing measurements, collecting samples, or/and interviews with the stakeholders.
3. Preparing or assisting in the preparation of contract specifications, lists of materials, cost estimates, schedules, and progress payments.
4. Preparing or assisting in the preparation of engineering reports and reports concerning field conditions, the progress of projects, the results of studies, and other matters.
5. Conducting data analyses and mathematical calculations, in order to determine type or size of material or equipment.
6. Conducting routine field inspections of construction and repair projects in progress to ensure conformance with plans, specifications and codes; checks and records work progress at various construction sites.
Note: Internships, drafting experience and student design work do not qualify as professional engineering experience.
AND
C. Possession of a valid Engineer-in-Training (EIT) certificate issued by the National Council of Examiners for Engineering and Surveying (NCEES).
OR
2. Possession of a Professional Engineer (PE) license in the field required for each specialty from the California Board of Professional Engineers, Land Surveyors and Geologists.

Compensation: $117,260 to $142,558 (annually)
