Appointment Type
These are Temporary Provisional (TPV) positions, limited to no more than 3 years in duration. These temporary positions are excluded by the Charter from the competitive Civil Service examination process. They are considered "at will" and shall serve at the discretion of the Department Head. These positions will be subject to the Permanent Civil Service examination process at a later date. Successful participation in the Permanent Civil Service examination and selection through an open competitive process is needed in order to be considered for the permanent appointments.

Who We Are

The Department of Homelessness and Supportive Housing (HSH) strives to make homelessness in San Francisco rare, brief, and one-time, through the provision of coordinated, compassionate, and high‐quality services. In collaboration with community service providers and city partners, HSH works to administer, operate, and provide resources to San Francisco’s Homelessness Response System (HRS).

A primary goal of the HRS is to respond to the disparate impact of homelessness on people who have been historically marginalized and excluded due to structural racism and other systemic inequities. This drives HSH’s programs and services to be designed to center the lived experience of people who are unhoused and work towards outcomes that advance racial and gender equity.

What We Do

HSH, founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity‐driven, client‐focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results. HSH’s HRS oversees and implements a system of care that serves 14,000 people daily.

HSH provides and administers various types of programs and supports to youth, adults, and families who are experiencing homelessness or are at risk of becoming homelessness. The HRS has key components that are intended to support people to exit homelessness as quickly as possible and support people to stabilize in permanent housing, which includes outreach, targeted homelessness prevention, crisis response interventions, housing crisis problem-solving, emergency shelters, drop‐in centers, safe parking, transitional housing, permanent supportive housing, short‐term and long-term rental subsidies, a flexible housing subsidy pool, and support services to help people exit homelessness. Role description

This position sits within the HSH Planning, Performance, and Strategy (PPS) Unit, a centralized team of analysts that provide data reporting, analysis, project management, development and tracking of system and program outcomes, process improvement, program design, equity impact analysis, strategic planning support, and program evaluation across the Department’s divisions and programs. Under general direction, the Senior Administrative Analyst provides project management and analytical support to design new programs or program expansions, conducts research, analyzes data, and develops information about community and agency resources to increase effectiveness and efficiency of the department through continuous quality and process improvement efforts.

In order to inform the most effective program design, the position will engage in developing strong external relationships in order to work closely with community partners including service providers, people with lived experience of homelessness, advocates, city agency partners, and other relevant stakeholders. This position will also work closely with HSH program teams to support the planning, development, continuous quality improvement, and evaluation of programs.

In addition, the Senior Administrative Analyst supports the development of program‐specific and community‐wide strategic plans to prevent and end homelessness that HSH leads and implements. The position will develop reports focused on homelessness trends, program and system outcomes, demographics, population impacts, equity analyses, and program evaluations. Position may support program design through literature reviews and quantitative and qualitative data analysis. Position may conduct program evaluations or support third party program evaluations to enhance our HRS. Position may be responsible for project management of special initiatives, particularly those that necessitate the involvement of stakeholders from across the Department’s divisions and programs. Additionally, this position coordinates input from community stakeholders, service providers, HSH grantees, people with lived experience of homelessness, and related community partners.

Essential Duties and Responsibilities

  • Designs and develops necessary reports in consultation with key divisions within HSH and/or City partners to establish shared understanding of reporting requirements and specific data metrics.
  • Evaluates programs and services, identifying opportunities and challenges through data driven and collaborative methods.
  • Leads and / or participates in community engagement and listening sessions and collects and analyzes feedback to inform reports, strategic planning, and process improvement.
  • Communicates findings with various audiences, including executive leadership, city and county partners, community-based organizations, key stakeholders, and individuals with lived experience.
  • Project manages special initiatives, including developing project plans, facilitating staff workgroups, establishing project deliverables and timelines, documenting decisions, and facilitating communication across project stakeholders.
  • Develops and supports a plan and timeline for a strategic planning process in partnership with key stakeholders.
  • Develops and facilitates strong relationships and partnerships with HSH community stakeholders, system leaders, service providers, and various community groups and decision-making bodies.
  • Employs principles of diversity, equity, and inclusion in all aspects of the work that PPS is engaged in.
  • Supports the analysis and tracking of equity metrics and goals to advance equity in the homelessness response system and the development of strategies to achieve equity goals.
  • Engages in supporting innovative and evidence-based homeless program and system design and process improvement to strengthen the outcomes of the homelessness response system
  • Facilitates and / or supports the centering of perspectives of people with lived experience in system and program design, planning, and evaluation
  • Presents at, leads, and/or facilitates internal HSH meetings and external community meetings
  • Works as part of a team to support the completion of the Department’s strategic plan to be established by December 2022 and works to support the implementation and evaluation plans and tracks the plan’s outcomes. Responsibilities may include leading a cross‐department project team, designing and executing a process that includes opportunities for community input, captures state of the current system and unmet needs, and identifying recommendations to improve system coordination; working with consultants to draft components or all of the plan, depending on consultant services that may be procured; and sharing a public plan within mandated timeline.
  • Represents HSH at public meetings; interfaces with staff from other City agencies, service providers, community members, and other stakeholders to provide information, gather input, and develop strategies pertinent to aging and disability housing issues

 

How to qualify

Possession of a baccalaureate degree from an accredited college or university and three(3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution:

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
