Role description
The Welfare to Work Services Division (WtWSD) includes CalWORKs, which provides temporary financial assistance and support to eligible families with (or expecting) children. Benefits include cash assistance, food, childcare, and health care coverage. CalWORKs also provides job and education assistance and other services, even after leaving the program. Also included in the WtWSD is the Workforce Development Division, an employment services program for adults. This program helps create individualized plans to succeed in work, training, school, or other activities.
Under direction, the Senior Policy and Program Analyst will help to interpret existing and proposed laws and regulations, advise management of their options and recommendations, and develop written materials explaining complex and technical information. In this position the analyst will support the implementation of new initiatives and changes with project planning, information gathering, analysis, meeting facilitation, and be comfortable utilizing technology systems and communicating use of the system.
ESSENTIAL TASKS AND DUTIES
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.
- Review and interpret laws and regulations about the CalWORKs, CalFresh, MediCal, and CalFresh Employment & Training programs to inform managers about upcoming changes, present options or recommendations, and respond to policy questions.
- Oversee the development of written guidance materials for staff, explaining complex, technical information in clear, simple, and easy-to-understand language.
- Gather qualitative and quantitative information about programs and procedures and draw conclusions to improve business process and efficiency.
- Help to implement new initiatives and programmatic changes by providing project management and planning support and contributing ideas about the development of new policies, procedures, and protocols.
- Analyze data and estimate budgets to complete written plans for the purpose of meeting state requirements. This includes working in partnership with managers and subject matter experts.
- Supervise staff to ensure projects and other tasks and duties are completed in a timely manner and according to specifications.
- Learn technical procedures and technology systems and explain them to appropriate staff.
- Facilitate and participate in meetings with internal and external partners as needed.
How to qualify
- Education: Possession of baccalaureate degree from an accredited college or university;

2. Experience: Three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.
Education Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
Experience Substitution: Possession of a graduate degree (Master’s degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting, or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
Desirable Qualifications
The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

Selection Procedures:

If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited to continue in the selection process. Applicants meeting the minimum requirements are not guaranteed advancement in the selection process.
