Role description

The Director of Community Services will work under the general supervision of the Director of Community Development and is a key member of the department’s Community Development division. The Community Development division partners with a broad network of community-based partners via strategic grantmaking to create an inclusive and equitable city where all resi­dents can thrive. Specifically, MOHCD’s Community Development division:

  • Administers major Federal grant programs, including the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) program and Housing Opportunities for Persons with AIDS (HOPWA) program, to support community-based and housing placed-based services;
  • Manages local General Fund money to support a wide range of community services, housing services, and housing stabilization services;
  • Oversees the department’s community facilities capital and public space improvements program;
  • Manages the Housing Trust Fund investment in housing stability services ;
  • Oversees the City’s Cultural Districts Program;
  • Directs the use of the South of Market Stabilization Fund;
  • Holds the lead role on the City’s digital equity work in partnership with the Department of Technology;
  • Works in close collaboration with the Mayor’s Office and the Board of Supervisors to be responsive to emerging needs; and,
  • Partners with community-based organizations and coalitions to engage residents and stakeholders in community planning activities.

This Director of Community Services position will lead the Community Development Division’s Community Services portfolio, working collaboratively with program directors, managers and staff within the Community Development Division and across MOHCD divisions, including the Director of Housing Services and the Director of Data, Evaluation, and Compliance. The Community Services portfolio may include, but is not limited to, investments in community-based services across diverse San Francisco neighborhoods and constituencies, including general civil legal services, homeownership and rental counseling, and financial literacy and education; general capacity building for not-for-profit organizations; housing stabilization; community building grants; cultural districts; and capital and public space improvement programs. the South of Market Stabilization Fund.  In fiscal year 21-22, the Division administered roughly $75 million in grants to over 130 different community organizations.

This position will oversee a team of staff members managing the community services portfolio.  The Community Services team may consist of up to four direct reports and a total team of 10-12 members.  The Community Services Director represents MOHCD before community development grantees, interagency committees, City boards and commissions, elected officials, and other stakeholders. The Director supervises, plans, directs and coordinates workload and assignments for the Community Services team. The Director is responsible for implementing policies, procedures, and processes to ensure compliance with applicable federal and local laws and regulations, to efficiently and effectively monitor the progress of funded projects, and to collect program data for required reporting and for program evaluation. This position will be responsible for overseeing the community services policies and strategies to be incorporated in the Department’s 2025-2030 Consolidated Plan which will serve as the roadmap to the Department’s investment strategies for community services over the next five-year planning cycle.

How to qualify

Positions in the 0903 classification are responsible for management and leadership of complex and interdisciplinary team activities requiring high level strategic, planning, program management, and data and evaluation capabilities.

Desired qualifications:

  •  A minimum of 10 years of relevant experience in community development and community services program management, preferably in San Francisco.
  • A minimum of 5 years of increasingly responsible experience effectively leading and managing a division or department doing related work.
  • Possession of a degree from an accredited college or university in a field related to community services, planning, public policy, or finance.
  • Direct experience interpreting and enforcing compliance monitoring procedures and other elements of Federal, State and local governmental programs such as federal HUD requirements governing CDBG and HOPWA programs, compliance related to state and local funding, etc.
  • Excellent management skills and a demonstrated ability to successfully mentor, encourage, and inspire staff.
  • Experience in creating and implementing racial equity strategies both internally and externally.
  • Excellent verbal and written communication
  • Excellent interpersonal skills for internal and external relationships.   
  • Strong analytical, organizational, and quantitative skills.
  • Experience and expertise prioritizing multiple assignments with competing needs and continually revising priorities as conditions change. Ability to work with minimum supervision in a team environment and to handle detail-oriented work
  • Knowledge and experience with information management systems; high proficiency with Microsoft Office applications including advanced ability with Excel including development of complex spreadsheets and analyses.
