Role description
Under the direction of the Human Resources Director of the Human Services Agency (HSA), the Diversity, Equity, Inclusion, and Belonging (DEIB) Manager will serve in a key leadership role in advancing racial equity, diversity, and inclusion efforts at HSA. The DEIB Manager will assess the current work culture and implement new practices that result in an Agency culture which embraces diversity, equity, inclusion and belonging, in all aspects of its work. The Agency believes that a more diverse and inclusive workforce will produce more creative and innovative outcomes for the organization, and ultimately, its clients. The DEIB Manager will be responsible leading a team that operationalizes equitable practices and policies that include implementing the Racial Equity Action Plan; normalizing conversations around equity through training to leadership and staff; providing technical assistance to Agency leadership; implementing equity activities that may include brown bag discussions, town hall meetings, presentations, retreats, and training sessions.
ESSENTIAL TASKS AND DUTIES
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.
- Instituting organizational change tools and practices that embed a racial equity lens in all of our work.
- Developing, monitoring, and evaluating comprehensive metrics and performance measures to track, evaluate, and report on effectiveness of recommendations and equity initiatives and presenting findings to internal and external stakeholders. Stakeholders may include staff at all levels throughout the City, clients, labor, and community partners, and more.
- Developing a DEI training process which leverages internal and external resources to educate Agency staff at all levels; might include but is not limited to procuring and monitoring training contracts; analyzing impact on Agency functions, and evaluating organizational change.
- Allocating resources to provide safe spaces that provide frequent and consistent opportunities to discuss diversity, equity, and inclusion.
- Establishing and fostering partnerships and activities through the use of creative methodologies that result in collaborative approaches to organizational change and programming.
- Ensuring Agency alignment with City-wide equity initiatives.
- Collaborating with other City departments and community resources with a focus on employee diversification.
- Collaborating with partners internally and throughout the City to strategically align efforts in identifying the core priorities for programmatic development and implementation of DEI processes.
- Identifying and cultivating racial equity champions throughout the Agency.
- Providing individual and group conflict resolutions.
- Representing the Agency at City-wide events, functioning as the liaison to Office of Racial Equity (ORE).
How to qualify
QUALIFICATIONS
1. Education: Possession of a baccalaureate degree from an accredited college or university;
AND
2. Experience: Five (5) years of professional-level experience working in the field of racial and gender equity, gender/diversity inclusion, Equal Employment Opportunity (EEO), social justice, and/or racial/gender policy development. This experience must include three (3) years supervising professional staff in these fields.
Education Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years. One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units
Experience Substitution: Possession of a Juris Doctorate (J.D.) or Master’s degree in Psychology, Organizational Development, Social Work, or related field may be substituted for one (1) year of the required professional experience.

Selection Procedures:
Supplemental Questionnaire Examination (Weight: 100%):
Candidates who meet the Minimum Qualifications will be invited to complete the Supplemental Questionnaire Examination; this exam is designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: Knowledge of the DEIB principles and practices, the management of a program, Management Skills, Human Relations Skills, Time Management, Critical Thinking, and other related skills.
Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.
A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process.
The above test components are considered standardized and, therefore, test questions and answers are not available for public inspection or review.
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
What else should I know?
Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be of 6 months and may be extended with the approval of the Human Resources Director.
