Amid a dynamic and ever-evolving urban landscape, the San Francisco Recreation and Park Department stewards one of the premier urban park systems in America. San Francisco recently became the first city in the United States for which 100% of its residents live within a ten-minute walk of a park. Considered by San Franciscans to be one of the City’s most popular and effective public agencies, our department manages and maintains more than 225 parks, playgrounds, and open spaces in San Francisco, including two outside of city limits: Sharp Park in Pacifica and Camp Mather in the High Sierras. Our 4,100- acre system includes 25 recreation centers, 9 swimming pools, 5 golf courses and numerous athletic facilities, including sports courts, ball diamonds, soccer fields and gymnasiums. Included in the department’s responsibilities are Golden Gate Park, Coit Tower, the Marina Yacht Harbor, the Palace of Fine Arts, and TPC Harding Park golf course.

Role description
The Capital and Planning Division is responsible for delivering a portfolio of over 80 Capital Improvement Projects with a value of over $600M to San Francisco City parks. In addition to improvements to existing recreational facilities in the city, the division is also responsible for the identification, acquisition and development of new parks and facilities, and aligning the delivery of new parks and park improvements with San Francisco City goals and policies, and residents’ needs. Together with community members and park advocates, the Capital and Planning Division strives to create and renovate parks that solve social problems and enhance community resilience.
We're looking for a Capital Grants Manager to join our team. Under general supervision of the Budget Manager, the Capital Grants Manager interprets and monitors Federal, State, and Local grant regulations, policies, and procedures. Researches, evaluates, and recommends federal, state, and local grant funding programs; determine compatibility with a variety of capital project types including construction or renovation of renovated of recreational and park facilities, pedestrian and bike paths, natural area restoration and enhancement, historical structure rehabilitation and structural seismic retrofits; and present a summary findings and recommendation to management team for decision-making purposes.
Identifies federal, state, and local grant funding programs for workforce development, nature programming, and construction of small-scale urban farming, or native plant restoration project, as requested by management. Provide on-going guidance with grant applications and implementation of grant-funded projects.
Maintain and strengthen local and regional partnership for grant opportunities. Collaborate with non-profit partners including Trust for Public Land, San Francisco Parks Alliance, and individual park community organizations on partnership projects and guide the development of Memorandum of Understandings that comply with City procurement and grant requirements.
Prepares grant applications including scope of work, budgets, and schedules. Coordinates preparation of environmental compliances, photos, maps, site control documents for applications
Prepare and present Recreation and Park Commission and San Francisco Board of Supervisor reports and legislation to apply for and accept grant. Coordinate reviews by the City Controller’s office, and the Mayor’s Budget Office, and present materials to Budget and Finance Committee and Board of Supervisor’s Meeting as needed.
Administers grant agreements, coordinates completion and submission of progress reports and performance reports; reviews, revises, and edits reports, invoices, deliverables to ensure consistency and compliance with grant obligations and reporting requirements; prepares and submits contract amendments, invoices and supporting documents and correspondence; and prepares completion reports upon closeout of agreement.
Oversee project compliance with the California Environmental Quality Act, Federal Environmental Policy Act, Section 106 Act, and Executive Order N-6-22 as required. Coordinates project site visits and grantor acknowledgement throughout the project phases.
Initiate grant appropriation and train finance staff on each grant program reimbursement procedures, provide review of all grant reimbursement packets, resolve issues with delayed or lost payments request and work with finance staff to assure all grant funds are recovered.
Resolve a variety of site control issues working with Management, City Attorney, Real Estate Division staff and Assessor Recorder’s Office.
Gather community demographic data using Census 2020, California State Parks Community Factfinder, EnviroScreen 4.0, Recreation and Park Equity Communities Analysis, etc. Gather data on Climate Change or Sea Level Rise using a variety of science-based tools.
Participate in State and Regional meetings and workshops pertaining to the development or refinement of grant program criteria; analysis deficiencies in existing grant criteria programs that could negatively impact or disqualify our city from benefiting from the program, and/or communicate finding to grant administrator to influence final guidelines.
This position oversees an 1822 Administrative Analyst to provide grant support.
How to qualify
MINIMUM QUALIFICATIONS
These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e. special conditions) may apply to a particular position and will be stated on the job ad.
Possession of a baccalaureate degree from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.
Substitution:
Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
Special Condition: 24 months of Contract Administration experience
Desirable Qualifications:
- Proficient presentation skills are important as this position needs to present grant documents to the Board of Supervisors and department head and managers.
- Extensive knowledge of State and Federal grant and capital projects.

What else should I know?
Appointment Type: This is a Temporary Provisional appointment. This position is excluded by the Charter from the competitive Civil Service examination process, is considered “at will” and serves at the discretion of the Appointing Officer with appointment duration of up to three (3) years.
Compensation: $131,248 - $159,562 annually
