Role description

About the Workforce and Economic Program Services (WEPS) Bureau
The Workforce and Economic Program Services (WEPS) bureau, within the Infrastructure Division of the San Francisco Public Utilities Commission (SFPUC), supports the agency's planning, administration, and implementation of key workforce programming, small business strategies, and City, State, and Federal requirements on the agency's capital programs and enterprises’ needs.  Specifically, WEPS administers the agency’s Project Labor Agreement, which promotes efficient construction and private sector career opportunities, and its youth and young adult internship programs, which expose the next generation to public service careers.  Additionally, WEPS manages and staffs the SFPUC’s Contractors Assistance Center, a free resource for local, small businesses to access and participate on SFPUC contracts, and directs other economic development related initiatives including implementing small business programs on federally funded and regional projects.

About the Position
Under direction of the Infrastructure Division’s Director of Workforce and Economic Program Services, the 9775 Senior Community Development Specialist II will provide difficult and complex program planning, development, implementation, monitoring, and evaluation of SFPUC youth and young adult internship programs housed within the SFPUC, namely Project Pull and city-wide programs, including YouthWorks and Opportunities for All (OFA). 

This position will coordinate the administration of the Project Pull, YouthWorks, and OFA internship programs and implement program activities with other governmental agencies and community organizations and develop effective program design and operating procedures and provide direction and/or guidance to implementing agencies. The individual will also coordinate the monitoring activities of the programs, make recommendations on program modification and adjustments to assure responsiveness of the program to community needs, and review, present and discuss program operations and the impact on communities with senior and administrative staff. 

The essential duties and responsibilities of this position include but are not limited to the following:

  • Coordinates the administration and implementation of internship programs including recruitment of mentors and mentees, yearly program offerings, placement of mentees, and coordination with City staff.
  • Develops effective program design and operating procedures; provides directions to implementing agencies. 
  • Prepares, reviews, administers, and manages contracts for program delivery and funding. 
  • Coordinates the monitoring activities for adherence to program objectives; directs the establishment of methods for program analysis and preparation of yearly program reports.
  • Makes recommendations on program modification and adjustments to assure outcomes and responsiveness of programs to community needs; reviews, presents, and discusses program operational or policy problems with senior and administrative staff. 
  • Reviews and recommends program improvements and plans; meets with agencies, project managers and contractors to outline program requirements and procedures and resolve problems. 
  • Develops and implements procedures for assuring the City’s compliance with applicable Federal, State, and local laws and regulations. 
  • Attends program related meetings and represents the office in explaining and interpreting program policies and objectives and their applicability to the city and various communities. 
  • May supervise subordinate staff.
  • Performs other related duties as required.

The Ideal Candidate
The ideal candidate for the Senior Community Development Specialist II position will have a demonstrated commitment to the professional development of youth and young adults, especially those youth and young adults from disenfranchised communities and without previous professional experience. The individual will also have experience delivering impactful internship programs with multiple different participants and contributing organizations. The successful candidate will have excellent interpersonal skills and be able to build consensus and achieve results through relationship management and communication skills.

How to qualify

Minimum Qualifications:
1. Possession of a baccalaureate degree from an accredited college or university AND four (4) years administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND three (3) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work or criminal justice; OR

3. Possession of a Master’s degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

4. Possession of a Ph.D. or Juris Doctor degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

SUBSTITUTION: Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

Note: One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.)

  • Demonstrated experience in supervising staff or interns.
  • Experience working with a broad spectrum of individuals and groups with diverse interests.
  • Ability to manage multiple projects simultaneously.
  • Ability to work independently and in team setting.

Selection Procedures:
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ): (Weight: Qualifying) Candidates will be required to complete a MQSQ as part of the employment application at a later time. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire Examination (Weight:100%): Candidates who meet the minimum qualifications will be sent a Supplemental Questionnaire Examination via electronic mail after the closing of the application filing period. The Supplemental Questionnaire Examination is designed to measure the knowledge, skills and/or abilities in job-related areas required for the position include but are not limited to knowledge of the principles and practices of community development programs; and Federal, State and local rules and regulations applicable to such programs; ability to apply principles to define problems, collect data, establish facts and draw valid conclusions; interpersonal skills and written communication skills.

Applicants will be given a deadline to return the Supplemental Questionnaire Examination. Those who do not respond by the established deadline will not be eligible to continue in the examination process and will not be added to eligibility list resulting from this process. All applicants’ responses to the Supplemental Questionnaire Examination are subject to verification.

A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process and be placed on the eligible list. Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

The department may administer additional position-specific selection procedures to make final hiring decisions.

What else should I know?

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Director.
