Wastewater Enterprise

SFPUC’s Wastewater Enterprise (WWE), with approximately 500 employees and an annual operating budget of $406 million, operates and maintains San Francisco's combined sewer system and wastewater treatment facilities to protect public health and the environment. These services extend across eight urban watersheds, nearly 2,000 miles of pipe, and benefit every resident and visitor of San Francisco.

WWE operates three all-weather wastewater treatment plants and one wet-weather facility, the entire system also includes pump stations, transport/storage facilities, and combined sewer discharge structures to treat an estimated 34.5 billion gallons of wastewater in a typical year. In addition to treating wastewater, WWE also produces biosolids, a nutrient-rich soil-like product used as a synthetic fertilizer-replacement and soil, and a new Recycled Water Treatment Facility is being constructed to produce approximately 1.6 million gallons per day of recycled water which will be used for non-drinking purposes such as irrigation and lake fill.

Role description

Project: Wastewater Enterprise Recruitment and Hiring Process Review and Assessment Project

Under the Business Strategy and Performance Division Manager, the 1840 Jr. Management Assistant will assist Wastewater (WWE) personnel, including the WWE Assistant General Manager, division managers, supervisors, HRS staff, and other internal and external stakeholders related to hiring and recruitment matters. This position will provide needed assistance related to critical hiring needs by providing analytical and administrative support in updating WWE's hiring and recruitment processes and procedures.

Essential Functions:

  1. Serves as part of the Wastewater Enterprise (WWE) Departmental Personnel Liaison (DPL) team
  2. Working independently, performs analytical and administrative management functions in the areas of recruitment operations associated with this project.
  3. Review current WWE staffing needs, administrative hiring process and related requirements
  4. Identifies and recommends new and effective timelines associated with hiring requests and enterprise-wide staffing needs.
  5. Develops effective and concise methods for assisting divisional hiring managers with recruitments and making strategic recommendations.
  6. Reviews and conducts research related to project implementation, tracks progress and identifies issues requiring review and reassessment.
  7. Creates, tracks, and implements new and updated processes methods and tools for effective recruitment and hiring processes.
  8. Assists in the preparation and coordination of quarterly hiring plans and priorities, and position hiring tracking
  9. May supervise and evaluate clerical and technical support staff by delegating and reviewing work assignments, counseling, and assisting on performance evaluations, and coordinating duties to ensure that procedures, policies, and regulations are followed.
  10. Gathers information, plans, organizes, compiles, coordinates, and submits necessary reports and paperwork; Updates hiring process tracking documents and reports
  11. Assists with advising hiring managers on policies and procedures related to hiring and selection in consultation with Human Resource Services
  12. Coordinates with WWE managers and subject matter expert interview panelists to gather and complete documents in preparation for candidate interviews
  13. Administers hiring, interview and selection processes using Departmental work flows and City applicant tracking applications (i.e., Smart Recruiters)
  14. Schedules and coordinates in-person and video conference interviews, assists with administration of interview process
  15. Reviews interview scoring documentation for completeness, compiles required candidate in hiring process information, and submits complete selection packets
  16. Assists with Enterprise-wide administrative needs.
  17. Other duties as assigned.

How to qualify

MINIMUM QUALIFICATIONS

Education: Possession of a baccalaureate degree from an accredited college or university.

Substitution: May substitute up to two (2) years of the required education with additional qualifying experience in program/office/operations management, budget development and/or administration, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Desirable Qualifications: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

  • Experience coordinating personnel recruitment functions in a large public agency
  • Experience working in the public sector and familiarity with Civil Service Rules, City policies and processes and union agreements
  • Experience/familiarity with Smart Recruiters applicant tracking system used to manage and communicate with candidate pools and schedule interviews
  • Experience managing time-sensitive tasks using workflows, sound business tools and practices
  • Proficiency in computer applications --- including Microsoft Office, Excel, Outlook, or similar e-mail, word processing, spreadsheets, or database programs –-- to prepare correspondence, reports, and other documentation
  • Familiarity generally with the job tasks and responsibilities of personnel working in wastewater operations, industrial, or construction facilities
  • Ability to identify and resolve problems proactively and creatively
  • Excellent organizational skills
  • Strong written and verbal communication skills
