This is a career opportunity for a Permanent Civil Service "1052 EHR Maintenance & Support Team IS Business Analyst" who will help design, develop, implement, maintain, optimize, and support DPH's unified electronic health record solution.

Role description

The San Francisco Department of Public Health (DPH) utilizes Epic Beacon (oncology), Beaker (laboratory) and Research in support of oncology services, laboratories and medical research studies. Under the direction of one of the Epic Ancillary Applications Manager, the EHR Business Analyst effectively collaborates with other application analysts assigned to the Epic team, learns and builds knowledge of Epic applications and integration with other EHR systems (non-Epic). The EHR Business Analyst has primary responsibility for the definition, coordination, implementation, maintenance and support of Epic & EHR application(s) within DPH. The ideal candidate should have working knowledge in the following:

  • Knowledge of healthcare workflows: Oncology, and/or Laboratory, and/or Research workflows and functions
  • Understanding of a wide array of integration points including but not limited to utilizing standards such as HL7, CCDA, & FHIR APIs.
  • Information Technology change control policies & procedures.
  • Knowledge of flow diagramming applications: Visio
  • Knowledge of collaboration platforms: Microsoft Teams & SharePoint.

Duties Include

  • To support the design, implementation, support, and optimization of the Epic enterprise Electronic Health Record (EHR) for the San Francisco Department of Public Health
  • To support the design, implementation, support, and optimization of other assigned applications.
  • To collect information from departments, clinicians, health workers, vendors, and internal and external customers regarding electronic system development, implementation, issues, recommendations, and utilization of best practices                             
  • As a member of a multi-disciplinary team, translate functional requirements into application build
  • Communicate effectively both orally and in writing with a diverse set of clients; establish and maintain good working relations with department personnel, staff, vendors, peers, and management
  • Maintains all system configuration and build parameters for application modules
  • Use logic and analysis to solve computer and application module problems
  • Exercise judgment, decisiveness, and creativity in an environment subject to frequent change
  • Research, analyze, and develop proposed solutions for regulatory requirements
  • Prepare test plans, documentation, and training materials; work with vendors to prepare technical specifications and scopes of work
  • Prioritize competing requests for services
  • Application module optimization in conjunction with stakeholders
  • Project management of small projects
  • Manage critical timelines effectively
  • Manage communication between applications
  • Application/module implementation and testing
  • Clearly document work and adhere to change control procedures
  • Maintains and updates Service Now, Sherlock, Orion, Nova, or other Epic build trackers or Epic project plans
  • To perform other duties as assigned per the City’s job specifications.

How to qualify

Education

  • An associate degree in business administration, public administration, information systems, economics, finance, computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].

Experience

  • One (1) year* in the information systems field, including technical support, content management, administration of network applications or system analysis.

Substitution

  • Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.
  • Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

*One year of full-time employment is equivalent to 2,000 hours of work experience (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours a week are not included in the calculation to determine full-time employment.
