Zuckerberg San Francisco General (ZSFG), owned and operated by the City and County of San Francisco’s Department of Public Health, is part of a city-wide integrated health care system, providing primary, specialty and hospital care for vulnerable populations. ZSFG is an essential part of San Francisco’s health care system serving some 100,000 patients each year and providing 20% of the city’s inpatient care. As both a comprehensive medical center and as the only Level 1 Trauma Center available for the over 1.5 million people living and working in San Francisco and northern San Mateo Counties, ZSFG plays a critical role in the San Francisco Health Network (SFHN). ZSFG’s Emergency Department is a 24-hour service licensed by the State of California and fully accredited by the Joint Commission and the American College of Surgeons as a Comprehensive Service Level 1 department to provide emergency and trauma care.
In conjunction with the DPH Chief Financial Officer (CFO) and the ZSFG Chief Executive Officer (CEO), the ZSFG Chief Financial Officer (0942 Manager VII) provides strategic and operational leadership and direction in the development and implementation of the financial management, budgeting, accounting, and revenue cycle functions of ZSFG consistent with achieving the mission of ZSFG and the SFHN and emulates the hospital’s core values: joy in our work and thirst in our learning.
Role description
The ZSFG CFO reports to the DPH CFO with dotted line relationship to the ZSFG CEO. Reporting to the ZSFG CFO are the following areas:
- General Accounting (direct reporting)
- Budget/Decision Support (direct reporting)
- Health Information Services (direct reporting)
- Patient Financial Services, including billing, admitting and eligibility (direct reporting)
- Reimbursement (dotted line reporting)
Other important information:
- ZSFG has an annual budget of $1.2 billion, annual revenue of $668.5 million, and approximately 3000 full time employees.
- The ZSF CFO directly manages 450 full time equivalent employees but is also directly involved at the executive level in strategic, operational, and business decisions involving all of the hospital’s 3,000 full time employees.
- Inadequate supervision of ZSFG’s finances could result in significant cost over-runs and revenue shortfalls, directly affecting the City’s General Fund and the quality and consistency of patient care for the hospital’s 100,000 annual patients.
- Hospital financial management is exceptionally complex and specialized compared with other financial industries as well as City and County functions. The ZSFG CFO must possess specialized knowledge of; medical billing and collections practices; cost management in a 24-hour 7-day/week clinical environment that is highly regulated under state and federal law; expertise in highly complex State and Federal safety net finance programs providing reimbursement for medical services which include Medicare and Medicaid; administration of health information services, and knowledge of general accounting practices in a hospital environment.
- The ZSFG CFO is responsible for making policy and administrative recommendations on highly complex issues to the Health Commission, Director of Health, Mayor’s Office, and Controller’s Office.
ESSENTIAL DUTIES:
The ZSFG Chief Financial Officer (0942 Manager VII), performs the following essential job functions:
- In collaboration with the DPH CFO, provides leadership direction and oversight in the planning and integration of financial services activities including financial management, budget, accounting, and revenue cycle; ensures fiscal responsibility and performance of ZSFG.
- Participates in the development and implements ZSFG fiscal and accounting systems, policies and procedures, and management reporting in accordance with policies and directives and generally accepted accounting principles.
- Assists ZSFG CEO in the overall operations of ZSFG with short- and long-range planning.
- In conjunction with the SFHN CFO and ZSFG CEO, oversees the planning, development, and implementation of ZSFG’s annual operating and capital budgetary plan.
- Serves as a member of the ZSFG Executive team participating in the development and implementation of ZSFG’s strategic plan and operational program.
- Provides short- and long-range planning for administrative and financial systems, including the design and implementation of automated systems and enhancements of information systems.
- Provides the necessary vision and leadership to effectively lead and direct transformative care by developing and achieving goals and objectives.
- Works closely with others throughout the hospital to address revenue cycle and cost containment/reduction issues, work redesign and overall performance improvement efforts.
The ZSFG Chief Financial Officer (0942 Manager VII) performs other duties as assigned or required.
How to qualify
Minimum Qualifications:
- EDUCATION: Possession of a bachelor’s degree from an accredited college or university in business administration, accounting, healthcare administration, or a closely related field;
AND
- EXPERIENCE: Six (6) years of verifiable managerial experience in hospital finance all of which must include supervising professionals.
Experience Substitution: Possession of a master’s degree from an accredited college or university in business administration, accounting, health care administration, or a closely related field, may substitute for one (1) year of the required experience.
Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week). Any overtime hours that were worked above 40 hours per week are not included in the calculation to determine qualifying hours worked.
