The Applied Research, Community Health Epidemiology, and Surveillance (ARCHES) Branch in the San Francisco Department of Public Health (SFDPH) Population Health Division (PHD) is accepting applications for one (1) temporary exempt, full-time position in class 2803 Epidemiologist II to serve as an epidemiologist for STI surveillance data collection and management, data quality assurance, epidemiologic analyses, and evaluation of STI/HIV disease intervention and prevention programs, services, and clinical care.

Role description

Temporary Exempt - In accordance with San Francisco Charter Section 10.104.

Under general supervision of the ARCHES Director of STI Epidemiology, Surveillance, and Program Evaluation Section, the Epidemiologist II will perform the following essential job duties:

  • In partnership with STI/HIV clinic and program staff and epidemiologists, provide critical and analytic thinking in the conduct of analyses, evaluation, and quality assurance of:
    • routine citywide STI surveillance and epidemiology data using reportable disease records to monitor trends and identify/investigate aberrations of concern,
    • San Francisco City Clinic (SFCC) sexual health services and care metrics and quality improvement,
    • STI/HIV disease intervention outcomes and quality improvement, and
    • data collected to evaluate supplemental grants and programs that enhance STI/HIV prevention and care services.
  • Apply strong analytic skills and knowledge using statistical and database management software (e.g., SAS and SQL) to apply descriptive, univariate, or multivariate methods to:
    • conduct routine quality assurance of all related clinical, laboratory, and disease intervention interviews and services data;
    •  (1) monitor trends, (2) identify and investigate aberrations of concern, and (3) describe opportunities and provide data visualizations and other data translation for enhanced surveillance, prevention, and programmatic intervention; and
    • clean, format, and ensure alignment of data definitions with CDPH, CDC, or other entities to meet reporting requirements.
  • Work collaboratively with staff to run and enhance database routines for routine reporting of data (e.g., identifying duplicates to merge and incomplete data fields to reconcile) that include information from electronic and other laboratory reports, provider confidential morbidity reports, disease intervention investigations, and other clinical or program data using SQL, SAS or R, and standard protocols;
  • Advance skills in using the Epic electronic health record system and SFCC’s use of Epic to:
    • Use Epic reporting tools to enable SFCC staff to regularly pull SFCC metrics; and
    • Conduct integrated analyses of SFCC clinical and program data mapped to SQL tables to report on standard SFCC metrics for quality improvement and integrate with surveillance data to describe the epidemiology of STI in San Francisco.
  • Respond to or oversee the development of staff’s responses to ad-hoc data requests for internal and external uses, by City and SFDPH leadership, CDC, CDPH, or other SFDPH partners including external researchers and the public;
  • Prepare and submit regular data files and reports to CDC following grant-defined protocols;
  • As assigned, directly supervise ARCHES-STI Section epidemiologists or other data analysts;
  • Assist in writing grant applications and progress reports for submission to funding agencies;
  • Analyze surveillance and program data to summarize key findings for publication in scientific journals and for presentation at scientific conferences and grantee meetings;
  • Serve as an epidemiological consultant to ARCHES staff and SFDPH project/program teams, and address requests as needed;
  • Participate in project conference calls and attend project meetings as needed;
  • Attend and actively engage in internal and 1:1 meetings, conferences, and training;
  • Communicate clearly and in a professional manner with staff throughout the Population Health Division as well as with providers and patients;
  • Effectively apply communication skills to translate data to program and clinic staff, and community members;
  • Maintain a detailed and well-organized schedule of tasks and deadlines;
  • Respond creatively and professionally to challenges that arise in conducting routine work, addressing new requests, or in supervision of staff;
  • Assure ethical practices and maintain confidentiality;
  • Ensure all patients’ rights are protected;
  • Reflect a commitment to providing first-class care and service to all members of the DPH service population, with heightened sensitivity and awareness to racial, ethnic, and culturally diverse members of the DPH’s workforce and patient populations.

LOCATION: 25 Van Ness, San Francisco, CA 94102
SCHEDULE/SHIFT: Generally, Monday-Friday, 8:00 am – 5:00 pm

How to qualify

MINIMUM QUALIFICATIONS (required):

  1. Education: Possession of a master’s degree from an accredited college or university; AND
  2. Experience: Three (3) years of experience within the field of Epidemiology performing study design, evaluation or analysis.
    • Substitution: Possession of a master’s degree in Epidemiology (or related social, psychological or biological science) may substitute for two (2) years of the required experience.

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted. 

One-year fulltime employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine fulltime employment.

DESIRABLE QUALIFICATIONS:

  • Strong SAS or other similar skills for statistical and database management; knowledge of SQL is a plus.
  • Experience with communicable disease surveillance activities, data, and data systems used by either federal, state, or local agencies or jurisdictions for monitoring and outbreak detection.
  • Knowledge of STD and HIV and medical terminology.
  • Knowledge of the principles and procedures of epidemiological research including study design, epidemiological surveys, and surveillance; theory and application of epidemiological methodologies; principles and method of biostatistics, and preparation of scientific research reports.
  • Strong data visualization skills, using for example Excel, Tableau, or PowerBI.
  • Strong analytical abilities using geographic information systems mapping software.
  • Ability to establish and maintain effective relationships with persons contacted in the course of work.
  • Excellent organizational and time management skills.
  • Sensitivity to and experience working with ethnically, culturally and sexually diverse individuals, communities, agencies, and organizations that comprise the STD/HIV public health constituency.
  • Ability to work as part of a team, to prioritize and handle multiple tasks, and to work independently in a high-pressure environment.
  • Excellent oral and written communication skills.
  • Ability to analyze and think critically to apply reasonable judgment and problem-solving skills.
  • Experience working collaboratively and independently both remotely and on-site.
