Role description
Directly reporting to the Public Safety Division Director (0942) and servicing as the Municipal Fiber Infrastructure Manager. The Fiber Manager position is responsible for strategizing, planning, designing and engineering the municipal fiber infrastructure program for the present and future needs of the City. Department of Technology, Public Safety maintains one of the largest Municipal fiber infrastructures in the county. This infrastructure is over 55,000 fiber miles, connecting over 1700 facilities, supporting almost all mission critical municipal networks, public safety business systems and associated components. The position plans, organizes, directs, and controls the fiber network design and engineering program to ensure a cost effective and resilient broadband infrastructure that will support the Fiber to Housing program and future internet service programs in the city of San Francisco.
Essential Duties:
1. Visualizes, strategizes, develops, and implements goals, objectives, policies, and priorities for the broadband fiber infrastructure maintenance and expansion.
2. Plans, organizes, directs, controls, and reviews the operation and services of the Fiber division engineering function, which includes fiber installation, fiber splicing, permitting and the other support services.
3. Prepare bids and quotes and manages the quality control for any contractors and vendors working on the fiber network.
4. Responsible for the technical, resiliency, technology, physical fiber assets, fiber standards (fiber, splicing, connections), the operation and the maintenance of the broadband fiber network.
5. Directs, leads and manages fiber crews to engineer, maintain and operate the municipal fiber network in the safest and the most efficient manner. Schedule daily work, prioritize projects and effectively manage teams and crews, monitor performance and issue discipline.
6. Works proactively with customers to determine deadlines, urgency, timeline, and schedule for completing repairs and buildout projects.
7. Interacts with other division staff, other City departments; and local, state, and federal authorities, PGE, BART, BBC and other service providers for the needs of the City.
8. Manages Division budget, expenditures and chargeback projects. Leverage existing resources to expand service use and build shared service delivery to decrease costs for the City.
Job Type:
The Permanent Exempt (PEX) - Full Time position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointment officer. The anticipated duration of this project position is thirty-six (36) months and will not result in an eligible list or permanent civil service hiring.
Nature of Work:
This position requires the Municipal Fiber Infrastructure Manager to be available after hours, 7 days a week including holidays, to respond to emergency requests and issues.
Work Location:
Incumbent will conduct the majority of work at the Department of Technology, 200 Paul, San Francisco, CA. However, there may be situations where the incumbent will be required to work at other sites throughout and outside the City of San Francisco as necessary and is required to check in at job sites to review the work and quality.
How to qualify
Education: Possession of a Bachelor’s degree from an accredited college or university. May fully substitute education with additional years of experience.
Experience: At least 7 years of professional experience in utilities management and construction, major functional area of which 3 years must include supervising professionals.
Licenses, Certifications:
• Valid Driver’s License
• **Clean Driving Record is required ** (Major infractions are a disqualifier. ex: DUI, any drug motor vehicle offence, hit & run, reckless driving infractions, driving while suspended, passing a stopped school bus, involvement in a fatal accident, or 3 or more minor infractions within 3-year period.

• A degree in Electronic Engineering, Electrical Engineering, Computer Science, Information Technology or other related field is also preferred.
