Appointment Type: This is a Category 16, Temporary Exempt (TEX), an as-needed position not to exceed six (6) months or 1,040 hours in a fiscal year. This position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the Appointing Officer.

Public Works currently has a vacancy for the position of "As-Needed" Painter (7346) within our Operations Division. This is an as-needed position with irregular and limited hours

Operations Division
The Operations Division delivers essential services around the clock with street cleaning, street and sewer repair and maintenance, and repair services for civic buildings and structures.  Operations staff also provides graffiti removal, sidewalk maintenance, community partnerships to advance cleaning and greening initiatives, code enforcement, workforce development and apprenticeship programs, urban forestry care and tree planting, and landscape services.

Street and Sewer Repair
Oversees paving and street repair work, sewer repair, patch paving, and pothole fixes; installation of traffic control devices (speed humps, raised crosswalks, speed tables); installation/modification to catch basins, manholes and culverts; grinding and paving for installation of ADA curb ramps; ongoing sand clearing from Great Highway roadway and promenade – all with the goal of creating a safer and more resilient city.

Role description

Under general direction, as the painter, you will perform skilled painting work on the exteriors and interiors of buildings, structures, and equipment.

Important and Essential Duties:
As a Painter, your duties may include but are not limited to the following:

  • Apply paints and other protective or decorative finishes to various exterior or interior of buildings, including painting and finishing of partitions, window casings, doors, cabinets, cases, and woodwork.
  • Paint street equipment, traffic or airfield markings, playground, facilities, and other outdoor structures.
  • Prepare surfaces for painting, including erecting and hanging scaffolding; remove all paint or varnish by scraping or sanding; wash, clean, and patch surfaces and otherwise prepare surfaces, such as wood, metal, glass, stucco, wallboard, brick, cement, tape, and drywall for painting.
  • Mix and prepare paints, lacquers, varnishes, shellacs, and other preservatives.
  • Select, blend, and match colors in proper proportions.
  • Assemble and operate various types of painting equipment, including spray guns, pressure washers, grinders, high-reach power, and other equipment.
  • Clean and maintain brushes and other painting equipment; dispose of hazardous materials.
  • Occasionally perform more exacting painting, including lettering and touch-up work.
  • Transport and deliver paint, materials, and various types of painting equipment to the worksite.
  • May occasionally plan work programs, including estimating and ordering materials and equipment required for assigned projects.
  • Prepare estimates, work orders, and other job-related documentation.

Working Conditions:
This position requires sustained physical effort with considerable standing, bending, and occasionally heavy lifting; working in confined spaces; and intermittent exposure to hazardous heights and poorly ventilated areas, streets, and roadways.

How to qualify

Minimum Qualifications:

Education:
Completion of a recognized painters' apprenticeship program.

Experience:
Two (2) years of verifiable experience as a journey-level painter which included a combination of painting exteriors and interiors of buildings, structures equipment, roadways and airfields. Experience solely in automotive or sign painting does not qualify.

License and Certification:
Possession and maintenance of a valid Class C California Driver's License.

Substitution:
Additional qualifying experience can be substituted for the apprenticeship on a year-for-year basis.

Notes:

  • One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

The selection process will include an evaluation of applications in relation to minimum requirements. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will move forward in the recruitment process.

Minimum Qualification Supplemental Questionnaire (MQSQ):
Candidates may be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Applicants who meet the minimum qualifications are not guaranteed advancement through all of the steps in the selection procedure.
