Role description

The Senior Public Art Program Manager (SPM) assists the Civic Art Collection and Public Art Director (PAP Director) with implementation of the City’s Art Enrichment Ordinance, which mandates that 2% of the construction cost of city capital improvement projects pertaining to buildings, parks, transportation projects, above ground structures and substantial building renovations be allocated for the acquisition of artwork. The SPM assists with program management, policy development, financial analysis and oversight of all aspects of the program. In particular, this SPM position will also assist the PAP Director with management of the Art Enrichment program at the San Francisco International Airport (SFO). This position requires the simultaneous management of approximately 7 - 10 public art and collections projects at various stages of development, both at SFO as well as other City sites, and supervises the work of up to three project managers.
Reporting to the PAP Director, essential duties of the Senior Program Manager includes:
- Meet with client agency and project design team to learn about the project and discuss possible project locations or approaches; attend community meetings to introduce the project to the community.
- Develop project objectives, outreach plan, potential locations, and qualifications for artists.
- Develop and monitor project budgets and schedules.
- Present the project to the Visual Arts Committee and Arts Commission, other city and governmental agencies, community organizations and the general public.
- Lead the artist selection process, including establishing a pool of qualified panelists, developing the Request for Qualifications and outreach plan, facilitating the artist selection panel in accordance with PAP protocols.
- Draft and negotiate contracts with artists and other contractors; monitor contract compliance, ensuring that all contract requirements, deliverables and deadlines are met; approve and track payments.
- Facilitate interaction between the artist and the client agency, project design team (architect, landscape architect, etc.) and the community. Anticipate and address possible problems or issues that may arise in course of the project, and use initiative, creativity and diplomacy to address and resolve these conflicts.
- Ensure the artist’s project is integrated into all project design and construction documents; review all bid documents and specifications for full and correct documentation of the artwork into the construction documents and specifications.
- Ensure that all phases of the project are thoroughly documented, maintain organized paper and digital files, and with the assistance of the Collection staff, organize the transfer of essential documents to the Collections archives.
- Manage work of direct reports; assign projects, provide guidance, approve annual work plans, provide written annual evaluations (PPARs); meet with direct reports bi-monthly for supervision.
- Manage program budgets, which may include multiple projects managed by different project managers.
- Contribute to the efforts of the PAP Director, other program staff, and the commission to develop policies, procedures and guidelines as necessary. Assist in developing annual program budget and allocation of resources; assess staff and resource needs.
- Job requires attendance at some evening and/or weekend meetings, events or workshops. It also requires site visits to construction sites and fabrication shops and artist’s studios to monitor the progress of the fabrication and installation of artist’s work.
How to qualify
Possession of a Baccalaureate Degree from an accredited college or university with major coursework in public or business administration, accounting, finance, economics, social sciences, education or related fields, or other subject areas closely related to a specific departmental program or function; AND
Three (3) years full-time equivalent experience performing professional-level management and/or administrative duties in functional areas such as: program/office/operations management, budget development and/or administration, development and administration of contractual agreements and/or grants, or other closely related functional areas;
Substitution: Applicants may substitute up to 2 years of the required education with additional qualifying experience in program/office/operations management, budget development and/or administration, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Desired Qualification: Two years experience working in Public Art including commissioning, installation and maintenance.
Work Hours: 40 hours per week
