Role description

Project Name: New Program Development and Implementation                                                                                                                                                                                                               

Under direction of the Customer Programs Manager, the Utility Specialist in the SFPUC Power Enterprise performs advanced level work supporting the City's efforts to provide electric utility customer programs to its customers that incentivize energy efficiency, building and transportation decarbonization, distributed energy resources, and GHG reductions. The Customer Programs group is responsible for the design and implementation of customer programs serving both Hetch Hetchy Power and CleanPowerSF electric customers. This position, as part of the Customer Programs team, will lead specific customer programs through needs and feasibility analyses, design, implementation, and evaluation.  Program development will be based on an understanding of, and familiarity with, current utility, energy industry, and sustainability/climate issues. The position also requires experience and knowledge of utility business best practices regarding laws, regulations, contracts, energy conservation science, and public outreach. The position requires attention to detail and sound judgment, the ability to work both independently and within small teams, and a professional demeanor.

Essential Functions:

  • Develop and manage the implementation of customer programs for promoting energy efficiency, building and transportation decarbonization, and DER for SFPUC Hetch Hetchy Power and CleanPowerSF customers.
  • Help develop marketing and outreach strategies to facilitate successful, high impact customer programs.
  • Work closely with other Power Enterprise staff to efficiently develop and implement program rules, policy directives and contractual constraints to ensure that customer needs are met effectively.
  • Conduct planning, research, evaluation, analyses and studies of renewable and distributed energy resources, energy efficiency strategies, building and transportation decarbonization, etc.
  • Respond to public information requests related to program offerings.
  • Develop, issue, and manage professional services contracts related to program offerings.
  • Identify and evaluate operational constraints to recommend policies and procedures to improve operations, mitigate risks, increase revenues and decrease costs.
  • Develop standard operating procedures, training programs and materials to implement programs; train analysts, technicians and other personnel on policies, program procedures, and compliance issues.
  • Develop a variety of documents including reports; project work plans; program documentation; general correspondence; operating, financial and marketing plans; operating procedures and policy recommendations; meeting minutes; legal and regulatory interpretations and issues; etc.
  • Oversee junior level staff on the Customer Programs team in supporting program development and implementation.
  • Other functions and responsibilities may be assigned as needed to support the diverse work activities of the group.
  • Class 5602 performs other related duties as required.

How to qualify

Education:

1. Possession of a baccalaureate degree from an accredited college or university preferably with major coursework in Law, Engineering, Environmental Studies, Natural Resources, Computer Science, Business Administration, Mathematics, Statistics, Economics or other field related to the utility business; AND

Experience:

2. Four years of verifiable journey-level work experience in one or more of the following areas: planning, scheduling, cost estimating and resource projecting for mid to large scale projects; water supply/infrastructure management and planning; power operations planning and scheduling; analysis, interpretation and application of utility contracts and regulations in either water, power (electric and/or natural gas), telecommunications, or a wastewater/clean water program; utility market and environmental analysis and planning; power supply and transmission rates and contracts; generation, transmission or distribution planning and design; or long-term utility systems planning.

License and Certification:

Specified positions may require possession of a valid California Class C driver's license.

Substitution:

Additional qualifying experience may be substituted for the degree requirement on a year-for-year basis.

Desirable Qualifications:

  • Extensive knowledge and expertise in the development and implementation of energy efficiency, DER, and/or building and transportation electrification programs for an electric utility.
