This is a Permanent Exempt appointment not to exceed three (3) years. However, appointees would have an opportunity to reapply for an additional term. This position is exempt from Civil Service Commission rules pursuant to the City and County of San Francisco, Charter Section 10.104, and incumbents are considered “at will” and serve at the discretion of the Appointing Officer.  This is a full time, 40 hours per week appointment.  

The San Francisco Department of Emergency Management (DEM) manages disaster preparation, mitigation, and response; 9-1-1 dispatch, and homeland security grant distribution for the City and County of San Francisco. DEM was created in 2006 by local legislation that reorganized the Emergency Communications Department and the Office of Emergency Services into a single agency. Role description

Under the direction of the General Manager for the Urban Area Security Initiative (UASI) grant program, the UASI Regional Program Manager is responsible for overseeing, supervising, and coordinating complex multiple regional projects and programs pursuant to the directives under the federal Department of Homeland Security (DHS) Urban Areas Security Initiative (UASI) grant program and other similar DHS grants. The UASI Regional Program Manager oversees the work of the UASI management team’s project managers involving subject matter areas such as cybersecurity, chem-bio radiological nuclear, explosives (CBRNE), domestic violent extremists (DVE), DHS’ national priority areas, risk management, intelligence & information and sharing; coordinates with subject matter partners within the UASI geographic footprint such as regional working groups and the Northern California Regional Intelligence Center (NCRIC); attends and facilitates meetings; directs and promotes regional collaboration, information/intelligence sharing, and community resiliency grant initiatives; ensures that overarching goals/objectives and mission of the Bay Area UASI align with federal and state homeland security directives; ensures that grant funded project milestones are achieved and successfully completed within grant performance periods. 

Essential duties include but are not limited to:  

  • Analyzing and synthesizing complex data, metrics, and milestones  
  • Overseeing the coordination, development, and implementation of federal, state, and regional goals, policies, and strategic plans 
  • Managing the allocation of resources and service levels to ensure that the Bay Area UASI projects satisfy grant program guidelines and requirements 
  • Collaborating and coordinating with federal, state, and local subject matter experts, developing, establishing, and implementing regional projects, protocols, policies, procedures, and strategic plans 
  • Coordinating and providing recommendations to the UASI General Manager regarding organizational structures, practices, protocols, and policies/procedures 
  • Overseeing, coordinating, developing, and implementing goals, policies, and strategic plans 
  • Overseeing the coordination of and liaising with the regional working groups comprised of Bay Area representatives, employees, and contractors from participating Bay Area counties, jurisdictions, and agencies 
  • Supervising, managing, and coaching UASI project managers to ensure successful work product deliverables 
  • Communicating directions and guidance to grant sub-recipients and contractors on a regular basis to discuss project goals, objectives, timelines, milestone progress, and tracking completion of projects on a timely basis 
  • Understanding, interpreting, implementing and overseeing federal and state statutes, regulations, policies, definitions, and directives for implementing grant funded projects 
  • Preparing programmatic and financial status reports for the UASI General Manager, UASI Approval Authority, and other federal, state, and local organizations as requested 
  • Assisting with the development and establishment of UASI investment justifications, grant applications; and providing evaluation of project management staff performance.  
  • Performs related duties as assigned.  

Nature of Work: Candidate must be willing to work a 40-hour week as determined by the department. Occasional on-call and/or after-hours work is required. The candidate must be eligible to obtain a national security clearance.

How to qualify

Education:  
Possession of a baccalaureate degree in Homeland Security, Emergency Management or a closely related field from an accredited college or university AND 

Experience: 
Six (6) years of experience in the management of Federal Homeland Security or related state or local grant projects. This experience must include coordinating complex, multiple million-dollar projects and developing, implementing, and managing agreements/MOUs. Qualifying experience must include three (3) years supervising mid-level professionals. 

Substitution:  
Education Substitution: Additional qualifying experience may substitute for the degree requirement on a year for year basis for up to two years of the required education (one year of qualifying work experience is equal to 30 semester or 45 quarter units).     

Experience Substitution: Possession of a Master’s degree in Homeland Security, Emergency Management or a closely related field from an accredited college or university may substitute for 1 year of the required non-supervisory experience.

Note: One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment. 

Desirable Qualifications

  • Demonstrated project leadership experience (i.e., Project Management Professional (PMP) certification). 
  • Ability to organize program data and project tasks in a collaborative environment to ensure success of the team and accuracy of communications to external partners. 
  • Excellent written and verbal skills with ability to multitask and accurately respond to numerous communications across mediums such as email, phone, chat functions, etc. 
  • High-functioning, responsive, professional work ethic. 
  • Proven experience in fiscal management and oversight of large budgets. 
  • Proficiency with Microsoft Suite (especially Excel, SharePoint, Teams, and PowerPoint). 
  • Ability to prioritize tasks and track/manage time to meet competing demands. 
  • Strong ability for producing clear, concise, and well-organized reports for various audiences requiring minimal review by the UASI General Manager. 
  • Familiarity with Department of Homeland Security Goals, Core Capabilities, and related threat and risk assessments. 
  • Familiarity with Homeland Security Grant Programs and the ability to manage records and data pursuant to grant guidelines. 
  • Familiarity with accounting principles and concepts. 
  • Ability to track grant allocations/expenditures and produce financial spreadsheets. 
  • Ability to produce to professional presentations to local, state, and federal executive leadership
