Role description

Under general supervision, provides technical support and acts as liaison between patients, staff, payors, and outside vendors to ensure the complete and accurate charging for patient services in the Department of Public Health.

The Patient Services Finance Technician performs the following essential duties but are not limited to:

  • Reviews and monitors patient services for completion and accuracy; acts a liaison between patients and staff;
  • Reconciles procedure code for accuracy and completion of patient service charges;
  • Enters information into tracking spreadsheets; groups documents by date, procedure, procedure code and diagnosis for processing;
  • Performs clerical audits of medical records to ensure appropriate documentation. Retrieves stored medical records and reviews documents for audits;
  • Performs clerical/front office duties. Answers phones, triages, and directs calls. Calls patients, sends reminder letters, and makes enrollment appointments. Processes mail, unit logs, and reports. Monitors and orders supplies and forms stock;
  • Submits, tracks, and verifies payor authorization requests. Performs various medical office duties (calls, charts, files, fax, email, scans);
  • Provides technical and clerical support, including support with clinical and financial issues for services and documents, enters, and verifies information in electronic health record;
  • Monitors assigned work queues and reports in electronic health record. Performs electronic distribution of accounts to staff. Performs Medi-Cal Share of Cost clearance by applying services charge balance.

The 2105 Patient Services Finance Technician also performs other related duties as required.

How to qualify

Minimum Qualifications – Required

EDUCATION: Possession of a recognized

  • One (1) year Medical Assistant Certificate, OR
  • Two (2) year Medical Assistant Degree OR
  • Two (2) year certificate in medical office management

OR

EXPERIENCE: One (1) year of experience performing medical charge reimbursement activities.

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.

One-year fulltime employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine fulltime employment.

Selection Procedures
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following.

Minimum Qualification Supplemental Questionnaire (MQSQ) (Weight: Qualifying): Candidates will be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Assessment Component
Candidates that meet the minimum qualifications will be invited to participate in multiple-choice exam that is designed to measure the knowledge, skills, and abilities in job related areas which may include but not be limited to:

  • Knowledge of basic medical terminology
  • Knowledge of medical claims processing procedures
  • Knowledge of modern medical office procedures
  • Knowledge of insurance systems and billing procedures
  • Ability to monitor the charging process for patient services
  • Ability to interact with staff, patients, family members, payors, and outside vendors
  • Communication skills
  • Computer skills

Written Examination (Weight: 100%): Candidates must achieve a passing score on the multiple-choice exam in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score.

Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Certification
The certification rule for the eligible list resulting from this examination will be the Rule of Ten Scores.

The duration of the eligible list resulting from this examination process will be 12 months and may be extended with the approval of the Human Resources Director.
