Role description

Under direction, the Senior Policy and Program Analyst will help to interpret existing and proposed laws and regulations, advise management of their options and recommendations, and develop written materials explaining complex and technical information. In this position the analyst will support the implementation of new initiatives and changes with project planning, information gathering, analysis, meeting facilitation, and be comfortable utilizing technology systems and communicating use of the system.

Welfare to Work Services Division (WtWSD): The Welfare to Work Services Division includes CalWORKs, which provides temporary financial assistance and support to eligible families with (or expecting) children. Benefits include cash assistance, food, child care, and health care coverage. CalWORKs also provides job and education assistance and other services, even after leaving the program. Also included in the WtWSD is the Workforce Development Division, an employment services program for adults. This program helps create individualized plans to succeed in work, training, or other activities. 

.ESSENTIAL TASK AND DUTIES

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list.

  1. Analyzes existing and proposed administrative budgets, policies, and procedures as well as organizational problems; conducts difficult and detailed studies; identifies administrative problems, determines methods of analysis, and identifies trends; prepares and presents reports with recommendations and appropriate justification based on studies and surveys; may coordinate the implementation of new systems and/or procedures. 
  2. Analyzes data and prepare reports for management, Mayor's Office, Board of Supervisors, Controller's Office and various funding agencies; coordinate and monitor departmental reporting.
  3. Utilizes several systems and tools to conduct data analysis and reporting in this role, including LaunchPad (Salesforce-based system), Power BI, and STATA, among other State and Local data systems and analyzers. Assist in providing training for staff and collaborate with other analysts when using these data systems and tools. 
  4. Advises management and prepares recommendations with appropriate supporting documentation regarding how to comply with data reporting regulations; develops, implements, and monitors new and revised reporting systems required for internal and external reporting.
  5. Clearly communicate the results of analyses through presentations, data visualizations and written reports, and may represent the department to the Mayor’s Office, Board of Supervisors, other outside agencies and the public; provides administrative analysis to high level managers.
  6. May supervise additional analysts or junior-level analysts, depending on assignment.
  7. Reviewing and interpreting laws and regulations about the CalWORKs, CalFresh, MediCal, and CalFresh Employment & Training programs to inform managers about upcoming changes, present options or recommendations, and respond to policy questions. 
  8. Overseeing the development of written guidance materials for staff, explaining complex, technical information in clear, simple, and easy-to-understand language.
  9. Helping to implement new initiatives and programmatic changes by providing project management and planning support and contributing ideas about the development of new policies, procedures, and protocols.

How to qualify

  1. Education: Possession of a baccalaureate degree from an accredited college or university;

AND

  1. Experience: Three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution

Experience Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Education Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

SELECTION PROCEDURES 

Written Core Examination: (Weight 50%)

Candidates who meet the minimum qualifications will be invited to participate in a written, multiple-choice examination, designed to measure their relative knowledge, skills and abilities in job-related areas. The “core” multiple-choice examination component may include, but not be limited to:

  • Ability to evaluate/analyze information/data and to exercise good judgment relative to that evaluation or analysis;
  • Ability to communicate written information (includes ability to proofread);
  • Knowledge of, and ability to apply, financial/fiscal principles (including the ability to use mathematical and statistical formulas);
  • Ability to comprehend and understand written information;
  • Ability to use various computer software programs;
  • Ability to conduct research;
  • Ability to establish and maintain cooperative and effective working relationships;
  • Knowledge of and the ability to apply, principles, practices and procedures involving office operations.

A passing score must be achieved on the Written Core Examination in order to move forward in the hiring process.

This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review.

You will receive one or more scores with respect to the multiple-choice exam component. One will correspond to the core test component and, should any specialty subtests be added to that component, you may receive one or more additional "specialty" scores. Any scores attained on these components will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take any test components for which you have already attained a score. This core test is also used for 1820 Junior Administrative Analyst and 1822 Administrative Analyst. Therefore your test scores may be applied to one or more of these classes if you choose to apply to future recruitments. This is not the same exam that is used for 1824 Principal Administrative Analyst, as such your scores on this exam are not applied to any 1824 recruitments, and your scores from the 1824 exam cannot be applied to this recruitment. If the selection process for the future announcement is held within one year of the date of this examination and it includes any of these components [i.e., core exam or specialty subtest(s)], your score(s) for the corresponding test component(s) will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score(s) to the other announcement or (b) re-take the test component(s). Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the test component (core or specialty subtest) is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Supplemental Questionnaire Examination: (Weight: 50%)

Candidates who meet the Minimum Qualifications will be invited to take the Supplemental Questionnaire Examination scored; this exam is designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: knowledge of and ability to project management; ability to establish and maintain effective working relationships; ability to identify, analyze and report upon activities, issues, and problems and recommend appropriate solutions; knowledge of laws and regulations pertaining to target population or industry. All responses to the Supplemental Questionnaire are subject to verification and should be consistent with the information provided in your application.

Passing score must be achieved on the Written Core Examination and the Supplemental Questionnaire Examination in order to continue in the selection process.

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

What else should I know?

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of six (6) months and may be extended with the approval of the Human Resources Director.
