This is a Temporary Exempt (TEX) Category 18 Appointment. This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer. The duration of this appointment shall not exceed 36 months (in 6-month increments).

Role description
Under general supervision, the Program Specialist performs a variety of specialized technical duties in investigating, reviewing, evaluating, training, screening, and coordinating the activities of various programs of the Department of Human Services and the Department of Public Health.
Essential Duties and Functions
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.
When assigned to the Appeals Unit at Program Integrity/Investigations
1. Carries an Appeals caseload and facilitates the hearing process from beginning until resolution. Facilitates the hearing process, taking major responsibility for the mandated actions of an Appeals caseload.
2. Analyzes case materials and identifies Appeals issues. Collaborates and works closely with appropriate HSA Programs to review and determine whether the county's actions are accurate and correct. In accordance with existing regulations, timely arranges Aid Paid Pending for applicable cases.
3. Identifies and reviews related regulations, rules, and policies. Collects, analyzes, and evaluates all evidence.
4. Serves the claimant and/or Authorized Representative by acting as a conduit for information and making suggestions to further his or her claim.
5. Interview the claimant and potential witnesses prior to the hearing.
6. Negotiates conditional and unconditional withdrawals, as appropriate.
7. Writes the county's Statement of Position (SOP) in a timely manner.
8. As the County representative, prepares and presents the county's position and defend the county's actions in State hearings, make oral presentations on hearing issues, brings forward evidence, and examines and cross-examines witnesses in the hearing setting.
9. Facilitates and monitors the county's compliance with negotiated withdrawals and decisions.
10. Submits timely monthly reports to Appeals Supervisor.
When assigned to the Alignment and Guidance Community Engagement Team
1. Develop and implement mobile office policies and procedures that aligns with applicable Federal, State, and County policies, procedures, and regulations.
2. Convene and facilitate mobile office planning and related meetings; serve as point of contact with outside funder and other external partners.
3. Maintain staffing and site schedules, in coordination with the project team and Outreach Units.
4. Manage mobile office booking system and calendar of events. Collaborate with SFHSA IT and the project team on developing/maintaining the booking system.
5. Work closely with other SFHSA programs on mobile office needs, such as Communications, Planning, and Facilities.
6. Help plan and occasionally staff onsite outreach events as part of the project team
7. Assist in identifying and tracking mobile office supply and maintenance needs.
8. Track and analyze mobile office output and outcomes data and prepare reports for the Alignment and Guidance (A&G) Community Engagement Manager, mobile office project team, and external partners; Develop recommendations to continuously improve mobile office performance and deliverables. In collaboration with the project team, apply data to improve mobile office operations and events.
9. Compose and prepare correspondence to funders, community partners, etc.
10. Answer questions and provide information to community partners and the general public regarding mobile office via email, telephone, and in person.
11. Provide support with contracts/grants.
How to qualify
Experience
1. Three years of experience in the Social Services field performing duties in the area of eligibility determination, case management, data management, employment services, or training.
License and Certification
Some positions require possession of, or ability to obtain, a valid California driver’s license.
Special Requirements
Essential duties involve the following physical skill and work environment:
Ability to work in a typical office environment; most positions involve the physical activities of sitting, standing, and lifting 5-10 lbs., and the ability to travel to different sites and conduct home visits. May require hand-eye coordination and manual dexterity for data entry and extensive VDT exposure.
