DEC is the result of a merger of two existing city departments, First 5 and the Office of Early Care and Education. They merged to expand their capacity and funding and to better integrate the City’s early childhood services.

Role description

The Division of Child and Family Well-being aims to ensure that families have the resources, knowledge, and support they need to provide for their child’s healthy development, education and general well-being. This is accomplished through a comprehensive network of family resource centers that provide a hub of services, as well as through connections to other services and resources throughout the city. We promote collaboration across sectors, including health and mental health, so that children start school physically and emotionally healthy and receive timely, appropriate services when special health care and learning needs are identified. In all aspects of program design and delivery, parents are recognized, valued, and engaged as experts and key decision-makers in the well-being of their children and families. 

The Family Support Program Officer is responsible for ensuring the successful implementation of the Family Resource Center Initiative. This initiative includes over $25 million a year in grants to neighborhood and population-based Family Resource Centers. The position may support new areas of family support grant making developed in support of the Strategic Plan. Under direct supervision of the Senior Program Officer for Family Support, the Family Support Program Officer is responsible for developing, managing, and coordinating the Family Resource Center grants and contracts. This work will also entail integrating and staying in close coordination with the Evaluation, Policy, and Communications Division, other staff of the Child and Family Well-being Division, and other Program Officers.

The Program Officer may be required to work evening and weekends, and travel regionally and nationally.

Examples of important and essential functions of this position include:

Systems and Partnership Level

  1. Responsible for oversight and administration of the Family Resource Center Initiative to support successful achievement of family support goals and funding objectives as established by the joint funding departments and in accordance with the Department of Early Childhood Strategic Plan.
  2. Research and remain active in current policy, activities, and trends within the field of Family Support and apply this information in the context of the FRC Initiative.
  3. Convene quarterly grantee meetings and initiative funder meetings to identify and resolve issues, review program achievement, assess perspectives, recommend needed modifications, and support continuous quality improvement.
  4. Initiate and sustain collaborative partnerships and activities with staff, San Francisco Unified School District, other City departments, other family support and early childhood stakeholders at local, regional, state levels to ensure effective implementation of the FRC Initiative and promote integration with related efforts.
  5. Participate in Child and Family Well-being Department of Early Childhood community outreach and engagement activities with early childhood system providers, other stakeholders and parents of young children.
  6. Integrate and align other Child and Family Well-being and Department of Early Childhood initiatives and efforts as needed; participate in department-wide planning, resource allocation, and organizational development.

Grant Management and Program Support

  1. Negotiate grant and contract terms and conditions including coordination and completion of operating budgets, scopes of work, performance measures, and accompanying performance measure targets.
  2. Initiate, prepare, and support final execution of grants and contracts in conjunction with Finance and Operations Division, ensuring that all required documents and procedures are complete.
  3. Monitor expenditures related to approved budgets, ensure reimbursement of authorized expenses, maintain supporting documentation of related contracts and financial/budgetary analyses to ensure grants stay within scope and cost, and work with the Finance and Operations Division on mid-year and year-end budget reconciliation.
  4. Oversee and manage the monitoring, compliance, and performance evaluation on grants, contracts, and initiatives; includes conducting on-site visits, supporting evaluation and data collection for the initiative, and establishing and coordinating other methods and procedures to ensure accountability.
  5. Manage, support, and/or participate in funding processes, proposal review process, and proposal selection processes.
  6. Collect data and information and prepare a wide variety of reports, memoranda, and correspondences; recommend project or program modifications to assure initiative goal attainment, high quality implementation of services, and contract adherence.
  7. Utilize DEC contract management information system to describe grant information, budgets and performance measures and evaluation outcomes.  Provide technical assistance as needed to grantees to assist their compliance to use DEC contract management information system. Provide troubleshooting, consultation, and technical support to grantees as needed; plan and develop needed training and technical assistance for the grantees to build capacity, develop infrastructure, enhance programming and peer networks, and strengthen the overall initiative.
  8. Provide technical assistance, information and advice to representatives of various organizations and agencies within initiative or to agencies wishing to apply for funding.
  9. Conduct compliance activities, evaluation, and reporting for external grants received from local, state, and federal funding sources, as needed.
  10. Oversee the work of external consultants; report to senior level and executive management; supervise staff.
  11. Other duties as assigned.

How to qualify

MINIMUM QUALIFICATIONS

1. Possession of a baccalaureate degree from an accredited college or university AND three (3) years of administrative/professional experience in community development, housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND two (2) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice; OR

3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; AND one (1) year of administrative/professional experience in community development, housing and /or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

4. Possession of a Juris Doctor degree from an accredited college or university AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

SUBSTITUTION:

Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

SPECIAL CONDITIONS

  1. 24 months of experience performing monitoring, support, and assessment of programs specifically pre-natal to 5 years and their families.
  2. 24 months of experience with the development, implementation, monitoring, and support of programs and services that focus on strengthening families, early care and education, prevention and early intervention, health and wellbeing.

DESIRABLE QUALIFICATIONS

  1. Familiarity with the systems of care serving children and families including child welfare services, preschool, child health/wellness, and/or early identification/intervention services. 
  2. Familiarity with frameworks and programming that guide development of parenting programs that could include Protective Factors, Adverse Childhood Experiences/Trauma, child developmental milestones, parent education curriculums, parent engagement, motivational interviewing and components of school readiness/success.
  3. Bilingual Chinese, Spanish, or African American Vernacular English (AAVE) preferred, but not required.
