About:

This is a Temporary Exempt (TEX) Category 18 Appointment. This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer. The duration of this appointment shall not exceed 36 months (in 6-month increments).

Role description

Under general supervision, performs professional-level human resources work in one or more of the following areas of activity: recruitment and selection; classification and compensation; employee and/or labor relations; benefits administration; human resources operations; diversity, equity, and inclusion; safety, administration, and personnel training.

Essential Duties and Functions

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

When Assigned to the Employee Safety Division

Under general supervision of the Employee Safety Manager, the incumbent performs professional-level human resources work. The 1241 Human Resources Analyst will support the San Francisco Human Services Agency's Employee Safety Division.

1. Developing and coordinating communication of employee safety protocols to disseminate to Agency employees.

2. Coordinating employee safety training.

3. Investigating and resolving matters related to workplace safety.

4. Conducting research and records reviews related to employee safety concerns and make recommendations.

5. Drafting reports and correspondences related to workplace safety.

6. Monitoring and tracking data, including trends, related to employee safety and make recommendations.

 

When Assigned to the Administration Unit

Unger general direction performs professional-level human resources work. The 1241 Human Resources Analyst will assist with and support the San Francisco Human Services Agency's Administration Unit, which includes, but is not limited to, payroll, leaves of absences, workers’ compensation and policy.

1. Collecting and analyzing human resources data (e.g., absence management, workers’ compensation costs, bargaining, etc.).

2. Employee data management – collecting, organizing, and retaining employee data.

3. Through research, investigation, and analysis, respond in writing and in-person to inquiries, complaints, appeals/protests in union grievances, arbitrations, administrative hearings, and before external entities.

4. Prepare written materials including reports, letters, memorandum, policies and procedures.

5. Evaluate and process leave requests (e.g. FMLA/CFRA, FFWO), accommodation requests (e.g., return-to-work medical notes), workers’ compensation claims, ergonomic requests, etc.

6. Collaborate with internal and external partners to make determinations on employment actions.

7. Make recommendations on human resources policies and procedures to employees, supervisors, and managers.

8. Recommend, draft, and implement process improvement initiatives and department-wide plans or projects.

How to qualify

Education

1. Possession of a baccalaureate degree from an accredited college or university.

Education Substitution

Verifiable professional human resources work experience in one or more of the following areas may substitute for up to two years of the required education on a year-for-year basis: recruitment and selection; classification and compensation; employee and/or labor relations; benefits administration; human resources operations; diversity, equity, and inclusion; and personnel training. (One year of experience will be considered equivalent to 30 semester or 45 quarter units of college coursework.)

Desirable Qualifications

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring:

Employee Safety Division

1. Experience with workplace safety, illness and Injury Prevention Plans, or workplace violence prevention.

Administration Unit

1. Skilled in data analysis, HRIS design and maintenance.

2. Persuasive writing skills.

Selection Procedures    

The selection process will include the evaluation of applications in relation to the minimum qualifications of the position. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates.
