Role description
Under the general supervision of the Human Services Agency's (HSA) Budget Director, the Budget Manager leads the development and management of over $500 million of the Agency's annual budget, with a focus on services overseen by the Department of Disability and Aging Services, and/or HSA Administration Division or the Department of Benefits & Family Support
Essential Tasks and Duties
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.
- Plans, develops and directs the production of highly complex departmental budget(s) factoring in different job classification types by claimable activities and length of time the activities are performed; aid caseload, service hours, and monthly assistance benefit levels; a state authorized methodology for allocating non-personnel direct costs; and parameters for seeking revenue reimbursement such as sharing ratios, maintenance of effort, and capped allocations.
- Maintains and monitors the utilization of the Agency's complex cost and revenue allocation model used for forecasting and budget planning by Budget and other Agency staff to ensure assumptions are regularly validated, proper data entry practices are followed; and discrepancies are addressed.
- Establishes, coordinates, and manages complex grants and subvention funding; ensures the appropriate assignment of expenditure budget to state, federal, and local fund sources in accordance with claiming rules established by funding agencies; and develops, recommends, and monitors operational steps across various functional groups within the agency to ensure proper claiming of funding occurs.
- Working independently, researches, analyzes, and makes policy recommendations on unique county welfare-related projects with significant financial impact or highly visible public issues. Directs as needed, mission-critical financial or operational activities, responds to information requests, including those of a highly sensitive nature; and may represent the department to the Mayor's Office, Board of Supervisors, Controller's Office, other city officials, outside agencies and the public.
- Provides administrative and county welfare program analyses including complex budget and forecast modeling using financial systems, county expense or assistance claims, personnel, caseload, or time study data to high-level managers, deputy directors and/or department heads.
- Advises management in the budget development and management process, including formulating policy and monitoring, reporting and interpreting budget documents.
- Analyzes trends in expenditures and revenues for multi-year budgets; prepares financial/statistical reports for management, Mayor's Office, Board of Supervisors, Controller's Office, and other funding agencies.
- Negotiates budget proposals within the department and with the Mayor's Office, Board of Supervisors, and other agencies.
- Identifies and analyzes highly complex, state, federal legislation, policies, and procedures to project budget impacts; advises management on the consequences of proposed and pending legislation; and effectively presents recommendations.
- Trains, supervises, and coaches professional level staff in the preparation of budget impact statements and recommendations; complex financial analyses; and budget related reports, agreements, and data entries for annual, supplemental, and multiyear budget requests.
- Develops workplans; hires and manages staff; and evaluates staff performance.
How to qualify
- Education: Possession of a baccalaureate degree from an accredited college or university;
AND
- Experience: Seven (7) years of full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.
Experience Substitution:
- Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
Education Substitution:
- Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

DESIRABLE QUALIFICATIONS:
The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.
- Knowledge of county welfare programs, financial structures, regulations, and data sources.
- Experience tailoring and presenting quantitative information to diverse audiences
- Advanced experience with complex data or budget analysis in Excel (including: pivot tables, filters, formulas, functions, formatting)
- Ability to manage shifting priorities, frequent interruptions, and pressure to deliver analyses quickly and occasionally with incomplete information.

SELECTION PROCEDURES:
Supplemental Questionnaire Examination (Weight: 100%):
Candidates who meet the Minimum Qualifications will be invited to take the Supplemental Questionnaire Examination; this exam is designed to measure knowledge, skills, and/or abilities in job-related areas which plan, develop and direct the production of highly complex departmental budgets, establish, coordinate, and manage complex grants and subvention funding and skill to: communicate effectively orally and in writing; use logic and analysis to solve computer and systems problems; establish good working relationships with other employees.
Candidate scores on this examination may also be applied to other announcements involving other job titles when directed by the Human Resources Director.
A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only.
