Role description

Under the general direction of the Deputy Director for the Human Services Agency– Family and Children's Services (FCS), the Program Director is responsible for the management of all activities and functions of major programs within the FCS Division. This position develops, implements, and maintains policies and procedures that have a significant impact on division outcomes, policies, and processes. This position will require on-call rotations with colleagues after-hours and on weekends.

ESSENTIAL DUTIES AND FUNCTIONS

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list; this position may include additional duties as assigned.

  1. Plan, monitor, evaluate, and manage all operational activities for the assigned program including being on call for the FCS afterhours program.
  2. Manage transition of cases to ensure continuity and appropriate assessment of safety; manage early intervention and differential response strategies; develop and implement a system to improve outcomes for families; monitor court process for Family Maintenance (FM), Family Reunification (FR), Emergency Response (ER), hotline, and Successful Transitions Unit (STU) cases; track FM, FR, ER, and STU cases to ensure that they meet federal outcomes for permanency (adoption, reunification, guardianship) and reentries.
  3. Direct and participate in workgroups, committees, and initiatives related to permanency, reunification, visitation, incarcerated parents, and concurrent planning. Facilitate and participate in Administrative Reviews, Teaming Meetings, Teaming Appeals, MDTs, Emancipation Goals Project meetings.
  4. Direct and review the work plan for the assigned program by meeting with staff to identify and resolve problems; assign work activities and projects; review and evaluate work products, methods, and procedures and develop mechanisms to generate feedback from clients regarding the quality of customer service.
  5. Participate in the development and administration of the assigned program budget; forecast additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring of approved expenditures and recommend adjustments as necessary to ensure compliance with fiscal expenditures.
  6. Implement and direct best practices, policies, and procedures, including Safety Organized Practice and Katie A, Family First Preservation Services Act (FFPSA); review and analyze data for compliance and best practices; determine and direct appropriate methodologies that will actively promote strength-based approaches to working with youth and families; monitor staff compliance with improved federal outcomes; provide on-going training on best practices, policies, and procedures; direct allocation and distribution of resources.
  7. Build collaborative relationships with community partners, internal and external stakeholders, federal, state, county, and local agencies.
  8. Provide on-call rotation with other managers after-hours and on weekends as needed.

How to qualify

  1. Education: Possession of a baccalaureate degree from an accredited college or university;

AND

  1. Experience: Six (6) years of professional-level experience in the field of child welfare or child welfare-related services. Qualifying experience must include three (3) years supervising professionals that provided direct services to clients in the field of child welfare or child welfare-related services.

Education Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two [2] years). One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units.

Experience Substitution: Possession of a Juris Doctorate (J.D.) or Master's degree in Social Work, Public Administration, Business Administration, Social Science or a closely related field may substitute for one (1) year of the required professional experience (note, the advanced degree cannot substitute for the required supervisory experience).

SPECIAL REQUIREMENTS:

  • Incumbents are required to work after standard work hours in the After Hours Program on a rotational basis, which includes nights and weekends.
  • A current copy of the driver’s license and a current Motor Vehicle Record (MVR) must be submitted prior to appointment. Applicants must possess a good driving record, defined as not having the driving privilege suspended, revoked, or being placed on probation for cause involving the safe operation of a motor vehicle within the preceding three (3) years. Violations will be reviewed on an individual basis and may be cause for non-selection or disciplinary action if employed.

DESIRABLE QUALIFICATIONS:

  • Ability to apply principles and practices of management, administration, and budgeting.
  • Ability to analyze, develop, and direct complex policy and procedural development and implementation.
  • Ability to manage complex functional areas of responsibility and groups of employees.
  • Skills of collaboration, mentoring, coaching, and negotiation.
  • Possession of a Master’s Degree in Social Work from a school accredited by the Council on Social Work Education (CSWE); OR Master’s Degree from a two-year (2) counseling program from an accredited college or university. (Qualifying Master’s Degrees in counseling include Marriage and Family Therapy, Clinical Counseling, Mental Health Counseling, Addiction Counseling and Counseling Psychology that included a supervised field placement as part of the course curriculum).

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

Selection Procedures:

Supplemental Questionnaire Examination (Weight: 100%):

Candidates who meet the Minimum Qualifications will be invited to complete the Supplemental Questionnaire Examination This exam is designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: technical knowledge of the principles and practices of Family and Children's Services; knowledge of programs and program management related to Family and Children's Services; collaboration with other departments and agencies, problem-solving abilities, ability to establish and maintain effective working relationships; knowledge of programs development and service delivery; and ability to identify, analyze and report upon activities.

Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process.

Candidate exam responses will be vetted as appropriate using AI use detection software. Evidence of use of AI, plagiarized answers, or falsified information in exam responses will be addressed in accordance with Civil Service Rules related to fraud and cheating.

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

What else should I know?

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Director.
