The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services.
The eligible list resulting from this recruitment may be utilized to fill future and current vacancies in this class at other locations within the DPH for the duration of the eligible list.
Role description
Under general direction of the Information Technology (IT) Program Management Office (PMO) Portfolio Management Supervisor, the IT Project/Business Analyst manages multiple functions. Duties include a variety of analysis and coordination activities needed to support managing the portfolio of enterprise IT projects. The position will develop analysis, plans, data, and reports to support the Portfolio Management Supervisor and other Project Managers in the PMO. The position will be a resource that supports services such as project intake, project portfolio reporting, project request definition, and planning. In addition, the position may coordinate IT projects and resources, including internal and external resources, and may lead requirements development, analysis efforts, and assessments of solutions.
Essential functions of the position include, but are not limited to:
- Research and clarify IT project requests, initiatives, and business needs statements; draft or review IT project plans; research and prepare specifications; assist with project portfolio governance processes.
- Develop and manage IT project and portfolio performance management data, tracking tools, and reports that support the PMO and its customers; develop procedures, training plans and knowledge base to support the tools, reports, and generation of data being reported.
- Lead early-stage IT projects under the supervision of the Portfolio Management Supervisor, particularly in development of Project Charter, Business Case and initial Project Management Plan deliverables.
- Lead and/or coordinate the implementation efforts of analysts, developers, and other team members in projects that are delivered by internal or external teams; may potentially oversee contractors or vendors.
- Develop and/or review transition plans for projects.
- Develop and communicate status reports in an effective and timely manner.
- Perform Administrative support for the PMO.
- Perform other related duties and responsibilities as assigned.
How to qualify
MINIMUM QUALIFICATIONS
These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Education: An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].
Experience: One (1) year in the information systems field, including technical support, content management, administration of network applications or system analysis.
Substitution: Additional experience as described above may substitute for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.
Desirable Qualifications: The stated desirable qualifications listed below may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
- Experience in project management.
- Experience working in a healthcare setting.
- Experience working with Microsoft Office Applications (Excel, Visio, Sharepoint, Outlook, Project Planner, PowerBI, etc).
- Experience in a project portfolio management function.

The certification rule for the eligible list resulting from this examination will be the Rule of 10.
