About:

In coordination with the Mayor’s Disability Council and City departments, the Mayor’s Office on Disability (“Office”) serves the important role of assisting the City in making all programs, services, benefits, activities and facilities owned, operated or funded by the City and County of San Francisco accessible to and useable by individuals with disabilities. 

This includes responsibility for assisting with the implementation and local enforcement of the City’s obligations under the Americans with Disabilities Act (“ADA”) as well as other applicable federal, state and local access codes and disability rights laws.  In furtherance of that work, the Office may issue or recommend policies and procedures to comply with the ADA and other disability rights laws and disability access regulations and codes, subject to approval by ordinance of the Board of Supervisors. 

The Office also plans, manages, directs and/or provides support to a wide variety of critical City programs and services, including Programmatic Access, Architectural Access and Disaster Planning. 

The Office has a staff of seven employees, and currently has a total operating and capital budget of over $4.5 million.

The Department has a hybrid work schedule.

Role description

Under general direction, the Director is responsible for planning, managing and directing a wide variety of important Office and City programs and services.  Responsibilities include, but are not limited to:

  • Overseeing and/or supporting the City’s implementation and local enforcement of the City’s obligations under the ADA and other complex federal, state and local access codes and disability rights programs and laws.
  • Overseeing the San Francisco Critical Access Repair and Maintenance (CARMa) Program, which is focused on removing architectural barriers in City buildings and facilities, and maintaining and improving accessible features Citywide.
  • Overseeing implementation of the San Francisco ADA Self-Evaluation Plan.
  • Providing guidance and technical assistance to City departments that have questions about the appropriate response to a request for reasonable modification or program access issue. 
  • Managing and overseeing the Office’s operations.
  • Managing three major programs:
    • Programmatic Access (ADA grievance procedures; public information/outreach/education; access to effective communication, websites and other technologies; and accessibility best practices implementation and training with Departmental ADA Coordinators, City stakeholders, and their contractors; coordinating Deaf and Disability Community outreach and civic participation; and responsive policy and legislative initiative development).
    • Architectural Access (oversight of CARMa and Capital Program barrier removal assessments, investigations and strategies; and physical access technical assistance and related Citywide training). 
    • Disaster Planning (emergency plan development and community engagement - Citywide technical assistance on disaster planning and real-time Citywide emergency response specific to persons with disabilities).
  • Supporting and partnering with the Mayor’s Disability Council (the Director does not report to the Council, nor does the Council have appointing authority over the Director/staff or operational oversight of MOD).

 

Additional responsibilities of the position include but are not limited to:

 

  • Advising the Mayor, Board of Supervisors and department heads on disability policies and programs, as well as best practices under the ADA and other disability rights laws. 
  • Representing the City in relationships and negotiations with legislators, community leaders, attorneys and other stakeholders.
  • Managing, allocating and monitoring Office staff and resources to timely and effectively achieve the missions and goals of the Office within budget allocations. 
  • Selecting, training, motivating and evaluating personnel.
  • Developing and implementing policies, programs, goals and objectives for the Office and its staff.   
  • Establishing and implementing education and outreach programs for stakeholder departments and City contractors.
  • Preparing and presenting reports to the City Administrator, Mayor, Board of Supervisors and other City officials on Office activities enforcement and education efforts.

How to qualify

1.  Possession of a baccalaureate degree from an accredited college or university; AND 

 2.  Six (6) years progressively responsible experience performing high level management, analytical and/or regulatory work in a complex public or private sector environment demonstrating experience interpreting and applying state, federal and local laws and regulations governing all aspects of disabled access.  At least three (3) years of the required experience must include experience supervising professionals.

Substitution: Additional qualifying experience may be substituted for up to two years of the required education on a year-for-year basis (30 semester/ 45 quarter units equals one year).

DESIRABLE QUALIFICATIONS AND SUPPLEMENTAL QUESTIONS

We ask that applicants include relevant certification, training and licensure on their applications; this includes but is not limited to possession of any one or more of the following:

  • ADA Coordinator Certification
  • CASp Certification
  • Juris Doctor Degree
  • Architecture or Engineering Licensure

All applicants are required to attach a resume and cover letter to the online application describing which, if any, of the following desirable qualifications they possess:

  • Detailed knowledge of accessibility best practices and disability rights laws, such as Title II of the Americans with Disabilities Act (ADA), Fair Housing Amendments Act (FHAA) and Sections 504 and 508 of the Rehabilitation Act.
  • Experience in developing or advising on accessibility standards in disaster planning, and in the development and execution of architectural self-assessments and programmatic action strategies.
  • Professional working knowledge of the Architectural ADA Standards (ADAS) and California Building Code Title 24, related construction methods and architectural accessibility solutions.
  • Experience in, and being comfortable with, speaking at public meetings and/or before policy makers.
  • Experience working with multi-marginalized and low-income disability communities.
  • Lived and/or professional experience with the local Deaf and Disability Community.
  • Strong interpersonal and communication skills (e.g., excellent written and oral communication skills; the ability to communicate effectively and work collaboratively with stakeholders; the ability to build consensus amongst stakeholders; and the ability to establish and maintain effective professional relationships with stakeholders).
