Role description
Below Market Rate Rental Program Manager
MOHCD is organized into three divisions – Homeownership and Below Market Rate (HBMR), Housing Development, and Community Development. HBMR programs work within all divisions to inform policy and deliver affordable housing to the low- to middle-income communities it is intended to serve. HBMR focuses on creating and implementing housing policies that deliver safe, stable, and sustainable affordable housing. We are recognized nationally for our implementation of inclusionary programs and innovative affordable housing lottery preference programs that deliver hundreds of affordable ownership and rental units, each year. We are stewards of the City’s precious affordable housing resources and ensure that they are delivered to the intended households.
The Below Market Rate (BMR) Rental Program manager leads a staff of four and is responsible for the implementation of San Francisco planning code and a variety of other governing documents that create Inclusionary BMR rental units. The positon oversees the monitoring of rental program compliance and provides technical assistance to developers on Inclusionary Housing and other zoning requirements and represents MOHCD before interagency committees, City boards and commissions, and other organizations and departments. The position also oversees the lease up of all City sponsored affordable rental housing and provides advice and technical assistance regarding particularly complex, sophisticated programmatic issues. Under the supervision of the Director of Rental Programs and Affordable Housing Placement, the BMR Program Manager develops and implements training opportunities for all internal and external BMR staff and develops program administration policy and procedures coordinating with other government agencies, private corporations, and community organizations. The position is responsible for implementing procedures to assure compliance with applicable laws and regulations; leading program or project-related meetings; meeting with agencies and relevant individuals and monitoring progress of rental program lease up; and other related duties as required.

- Work in partnership with the City’s communities, organizations and people that have been most harmed by racial inequity to shape where they live and work, create thriving neighborhoods, celebrate diverse cultures and build intergenerational wealth through MOHCD policies, programs and practices.
- Guide and coordinate citywide housing policies under the direction of the Mayor and through collaboration with the Board of Supervisors and other City departments.
- Administer a diverse set of programs to develop new opportunities for home ownership for low to moderate income households in this high-cost city.
- Monitor the long-term affordability and physical viability of the City’s Inclusionary portfolio of over 3,000 units to ensure that these valuable assets are being used by those in most need.
- Incubate new programs, initiatives, and mixed income housing developments that further our housing production and preservation activities.
- Conduct program evaluation and research to document housing needs and trends and communicate accomplishments to elected officials, collaborating partners, and the public at large.
How to qualify
Possession of a baccalaureate degree from an accredited college or university AND four (4) years administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND three (3) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work or criminal justice; OR
3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
4. Possession of a Ph.D. or Juris Doctor degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.
SUBSTITUTION:
Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
Desirable Qualifications
- Demonstrated experience in affordable housing program administration.
- Strong knowledge and expertise with affordable housing development, eligibility criteria, tenant and rental subsidy programs.
- Experience in a leadership role working with governmental regulators, community-based organizations, and/or financial institutions.
- Ability to lead a team effectively and effectively
- Commitment to San Francisco and specifically MOHCD’s racial equity goals.
- Commitment to the goal of increasing and preserving the stock of well-designed housing affordable to low and very low-income persons and households in San Francisco.
- Ability to effectively and sensitively communicate, both orally and in writing, and to work with a broad variety of people and agencies including developers, contractors, property owners, community organizations and tenants in carrying out City housing programs.
- Staff supervision experience
- Demonstrated proficiency in Excel and other Microsoft Suite programs and other data management systems such as Salesforce.
- Familiarity and experience with contractors, developers, property management, and other real estate professionals active in the residential construction industry in San Francisco, including non-profit sponsored affordable housing
- Familiarity with housing program oversight and monitoring, including federal, state and City requirements applicable to MOHCD programs.
- Ability to conduct on-site walking inspections, which often requires climbing stairs.
- Ability to work with minimum supervision in a team environment, to meet deadlines and to manage highly detailed work with accuracy.

Selection Procedures - Supplemental Questionnaire Evaluation (100%)
Candidates will be required to complete a supplemental questionnaire.
