Role description

Under general supervision, the Senior Community Development Specialist II – Cultural Districts & SoMa Stabilization Program Manager at the Mayor’s Office of Housing, Community Development Division, performs difficult and complex program planning work in the areas of community development, capacity building, and grant management.

The Program Manager will be responsible for implementing all aspects of the City’s enacted ordinance establishing cultural districts throughout San Francisco.  The goal of these districts is to acknowledge and preserve neighborhoods with unique cultural heritage. This position serves as the primary contact for the Cultural Districts as it relates to budgetary and fiscal management as well as achieving their overall legislative purpose. The program manager is responsible for communications with the Cultural Districts and assisting them with navigating the City and MOHCD grant and fiscal processes.

The Program Manager will be responsible for overall oversight grants relating to the Cultural Districts, including the approval of grant workplans, oversight of client data and reporting, tracking all fund sources, and working with the MOHCD finance division, operations team, and the Mayor’s Budget Office regarding all areas of Cultural District funding.  The Program Manager may also be responsible for managing other MOHCD grants and community investments as needed to support the Department’s consolidated strategic plan.

The Program Manager will be responsible for overseeing the approval of a Cultural, History, Housing and Economic Sustainability Strategy Report (“CHHESS Report”) for each district in collaboration with the appropriate community-based organizations and partner City Departments the Office of Economic and Workforce Development, the Planning Department, and the Arts Commission.  This report will provide a demographic and economic profile of each district, including past, current and future trends; analyze and record the tangible and intangible elements of the district’s cultural heritage; identify areas of concern that could inhibit the preservation of the district’s unique culture; and propose legislative, economic and other solutions and strategies to support the successful development and vibrancy of each district. 

The Program Manager will also be responsible for overseeing the SoMa Community Stabilization Fund and programming administered by MOHCD.  This fund is designed to address the impacts of destabilization on residents and businesses in SOMA including assistance for: affordable housing and community asset building, small business rental assistance, development of new affordable homes for rental units for low income households, rental subsidies for low income households, down payment assistance for home ownership for low income households, eviction prevention, employment development and capacity building for SOMA residents, job growth and job placement, small business assistance, leadership development, community cohesion, civic participation, and community based programs and economic development. 

This position also serves as the primary staff support and lead for the SoMa Community Stabilization Community Advisory Committee, a seven-member body appointed by the Board of Supervisors that meets on a quarterly basis to provide advice regarding the potential uses of the fund.  The Program Manager oversees the administration of grants funded through the Stabilization Fund. The Program Manager is responsible for presentations to policy bodies to provide information on the status of the fund and to seek approval for expenditures from the fund.


Essential functions include: Supervising one full-time staff member;  coordinating the development of program areas;  coordinating the implementation of activities with other city departments and city initiatives; providing technical assistance and capacity building to community based organizations; reviewing, presenting, and discussing program, operations, or policy issues; reviewing and making recommendations regarding the annual grant work plans, operating budgets, and monitoring and evaluating the effectiveness of programs and funded projects; developing and implementing procedures to assure compliance with applicable laws and regulations; attending program or project-related meetings; preparing, reviewing and executing contracts and other necessary documents; meeting with agencies, key stakeholders and other relevant individuals; and working with confidential information.  The Senior Community Development Specialist II at the Mayor’s Office of Housing also performs related duties as required

How to qualify

1. Possession of a baccalaureate degree from an accredited college or university AND four (4) years administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND three (3) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work or criminal justice; OR

3. Possession of a Master�s degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

4. Possession of a Ph.D. or Juris Doctor degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

SUBSTITUTION:

Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
