Role description
Under general direction, the Senior Administrative Analyst is responsible for directing and performing difficult, complex, and/or sensitive projects for departmental management, such as: plans, organizes, leads and/or participates in complex, sensitive, and detailed analytical work in the areas of budget, financial/fiscal, economic, data analysis, legislative and administrative policy and/or contract administration in the County Adult Assistance Programs (CAAP).
County Adult Assistance Programs (CAAP) provides cash assistance and employment services for low-income San Franciscans with no dependent children, including those who cannot work and immigrants/refugees. CAAP also provides linkage to job and education assistance, SSI advocacy, drug treatment, counseling, and shelter placements for eligible recipients. Starting on January 1st, 2025, the CAAP program will implement a substance use treatment program that links eligible clients to treatment provided by the Department of Public Health system or other eligible services. The Senior Administrative Analyst will provide project management and contractor monitoring services related to this new initiative. This analyst will ensure that the assigned contractor who is responsible for assessing and linking CAAP participants to treatment as well as monitoring and tracking engagement with treatment is ramping up and establishing protocols and procedures effectively.
This analyst will establish relationships with the contractor, the CAAP program, and drug treatment providers as well as establish protocols and procedures for this initiative. This analyst will work closely with the assigned contractor to ensure that they are ramping up services and working with the Department of Public Health closely to ensure they have the appropriate number of treatment slots available for CAAP participants. This analyst will provide contract monitoring services by establishing reports to monitor levels of compliance, acceptance of treatment, and treatment referral numbers as well as provide analytical work related to budget and staffing concerns.
ESSENTIAL TASKS & DUTIES
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.
- Helps to implement new initiatives, systems and/or procedures and programmatic changes by providing contract management, project management, and planning support and contributing ideas about the development of new policies, procedures, and protocols.
- Analyzes existing and proposed administrative budgets, policies, and procedures as well as organizational problems; conducts difficult and detailed studies; identifies administrative problems, determines methods of analysis, and identifies trends.
- Analyzes data and prepares reports with recommendations and appropriate justification based on studies and surveys for management, Mayor's Office, Board of Supervisors, Controller's Office and various funding agencies; coordinates and monitors departmental reporting.
- Utilizes several systems and tools to conduct data analysis and reporting in this role, including LaunchPad (Salesforce-based system), Power BI, COSTS, and CalSAWS. Works collaboratively with other analysts when using these data systems and tools.
- Assists in providing training for staff.
- Advises management and prepares recommendations with appropriate supporting documentation regarding how to comply with data reporting regulations; develops, implements, and monitors new and revised reporting systems required for internal and external reporting.
- Communicates the results of analyses through presentations, data visualizations and written reports, and may represent the department to the Mayor’s Office, Board of Supervisors, other outside agencies and the public; provides administrative analysis to high level managers.
- May supervise additional analysts or junior-level analysts, depending on assignment.
- Reviews and interprets laws and regulations about the CAAP program to inform managers about upcoming changes, present options or recommendations, and respond to policy questions.
- Overseeing the development of written guidance materials for staff, explaining complex, technical information in clear, simple, and easy-to-understand language.
- Assists in providing training for staff.
How to qualify
1. Education: Possession of a baccalaureate degree from an accredited college or university.
AND
2. Experience: Three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.
Experience Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
Education Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

DESIRABLE QUALIFICATIONS:
- One year of project management experience in a social service setting.
- One year of contract monitoring experience of a social service provider.

Selection Procedures:
