Public Works currently has a vacancy for the position of Community Engagement Manager (0923 Manager II) within our Operations division.
Operations Division
The Operations Division delivers essential services around the clock with street cleaning, street and sewer repair and maintenance, and repair services for civic buildings and structures. Operations staff also provides graffiti removal, sidewalk maintenance, community partnerships to advance cleaning and greening initiatives, code enforcement, workforce development and apprenticeship programs, urban forestry care and tree planting, and landscape services.
Role description
As a Community Engagement Manager, you will support the community through various bureaus, including Urban Forestry and Building and Street Repair. In this role, you will provide leadership for Public Works’ Community Engagement programs, such as the Green Benefit District, Graffiti Watch, Adopt A Street, Street Parks, Neighborhood Beautification Day, Outreach and Enforcement, and general volunteer events. You will also collaborate with residents, businesses, community groups, and other public partners to enhance San Francisco neighborhoods.
Important and Essential Duties:
Your duties as a Community Engagement Manager may include, but are not limited to the following:
- Managing assignments for Community Programs and Outreach and Enforcement teams. Ensuring staff are effectively distributed across various projects and that strategic action plan goals are met.
- Preparing, developing and implementing citywide outreach and enforcement plans and protocols.
- Communicating with the Board of Supervisors, Mayor's Office, partner government agencies, businesses, residents and community organizations.
- Directing workforce distribution and propose new programs to address specific community needs.
- Collaborating e with the department’s government affairs manager; to propose and recommend legislation to the City Attorney’s office to advance Public Works’ mission.
- Enforcing City of San Francisco’s codes and regulations on litter, debris and dumping in public areas.
- Using database systems to identify illegal dumping hotspots and recommend improvements or adjustments.
- Managing funds designated by the Board of Supervisors for Public Works projects.
- Managing our programs to ensure strategic plan goals and objectives are met utilizing field observations and data.
- Facilitating workshops, informational tours, educational tours, and meetings on neighborhood stewardship opportunities while educating on the adverse impacts of litter and illegal dumping.
- Educating the public on proper waste disposal practices and relevant laws.
- Coaching and training team supervisors and staff on effective practices, relevant legal codes and code enforcement.
- Managing and promoting safe work practices for all team members.
- Planning, developing and directing large community and Public Works operations events, such as Neighborhood Beautification Day, Health Fair, and Public Works week.
- Collaborating with the department’s communications team to develop educational materials, event materials and messaging to promote and advance community engagement initiatives.
- Delivering presentations to government officials, boards, commissions and community groups to ensure constituents are informed about the team’s goals, challenges and accomplishments.
How to qualify
Minimum Qualifications:
These minimum qualifications are to be used as a guide for establishing the education, training, experience, special skills and licenses that may be required for employment in the class. Although these minimum qualifications are typical of the class, additional minimum qualifications and special conditions may apply to a particular position and will be stated in the job announcement.
Education:
Possession of a baccalaureate degree from an accredited college or university with major coursework in public/business administration, political science, city/urban planning, public policy, or public relations/communications.
Experience:
Four (4) years of verifiable professional-level experience in community engagement, project management, program management, public administration, logistics, and operations in nonprofit organizations, community outreach organizations and/or governmental agencies.
Substitution:
Education on a year-to-year basis, up to a maximum of four (4) years. One year (2,000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
CONDITION OF EMPLOYMENT
*Valid Driver’s License: Applicants must possess a valid Class C driver’s license with no restrictions that would prohibit them from legally performing the essential functions and duties of the role.
Desirable Qualifications: The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalists at the end of the selection process when referred for hiring.

SELECTION PROCEDURE/EXAMINATION REQUIREMENTS

Minimum Qualification Supplemental Questionnaire (MQSQ)(Weight: Qualifying):
Candidates will be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Supervisory Test Battery (Weight 100%)
Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but are not limited to: Problem-Solving; Leadership; Decision Making; Interpersonal skills; Human Resources Management; Team Building; Communication and Conflict Management. Please note: This examination is only held in San Francisco. A passing score must be achieved on the Supervisory Test Battery in order to continue in the selection process.
This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.
Scores attained on the Supervisory Test Battery will be valid and “banked” for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Supervisory Test Battery. The Supervisory Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Supervisory Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Supervisory Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Supervisory Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Eligible List/Score Report:
Once you pass the exam, you will be placed on an eligible list and given a score and a rank. The duration of the eligible list will be six (6) months and may be extended with the approval of the Human Resources Director.
Certification:
The certification rule for the eligible list resulting from this exam will be the “Rule of the List”.
Post-Eligible List:
Candidates will be invited to interview based on test scores and experience that most closely matches the responsibilities of the position determined from a review of the application materials.
