Appointment Type: This is a Temporary Provisional (TPV) position limited to no more than three (3) years in duration. This temporary position is excluded by the Charter from the competitive Civil Service examination process. It is considered "at will" and shall serve at the discretion of the Department Head. This position will be subject to the Permanent Civil Service examination process at a later date. Successful participation in the Permanent Civil Service examination and selection through an open competitive process is needed in order to be considered for the permanent appointment.

Shift Information: Monday – Friday, 8am – 5pm, Hybrid work schedule (2 days/week remote work)

1823 Senior Contracts Analyst Questionnaire

Role description

Under general direction from the Contracts and Procurement Manager, the 1823 Senior Contracts Analyst assists in the management of contracts, grants and procurements for the Office of the City Administrator (CAO). The Senior Contracts Analyst manages assigned contracts and conducts all phases of the contracting process in collaboration with project staff and managers, including solicitation, evaluation, negotiations, contract development and post-award management. The Senior Contracts Analyst will process contracts through appropriate City Departments and document new contracts in the City’s PeopleSoft Procurement Module and ServiceNOW. Contract subject areas include, but are not limited to: management and systems consulting, professional service work, commodities and general services, information technology services, as well as software license and maintenance agreements.

This is an exciting opportunity for someone who is interested in contracts and procurement, has excellent communication skills, is detail-oriented, analytical, proactive, a problem-solver, be able to work independently, as we well as collaboratively, in a busy and diverse organization.  

The responsibilities and duties of this position may include, but are not limited to the following:

  • Provide technical assistance to CAO divisions and suppliers on departmental and city contracting policies, procedures and processes.
  • Conduct competitive contract vendor selection processes including public bids and requests for proposals/qualifications
  • Negotiate contracts and grant agreements and manage timely contract renewals within CAO divisions.  
  • Support effective tracking and management of contracts, grants and procurements across CAO divisions.
  • Analyze expenditures and revenue trends to support procurement tracking.
  • Assist in the development of contracting and procurement policies/procedures and processes
  • Monitor and analyze changes to laws, codes, and policies that affect contracting, grants and procurements to implement necessary updates to CAO procedures and processes.
  • Assist CAO divisions to maintain a consistent level of quality, accuracy and compliance with departmental procurement standards.
  • Perform other duties as assigned

How to qualify

Minimum Qualifications

1. Possession of a Bachelor's degree from an accredited college or university; AND
2. Three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution:

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
