Hetch Hetchy Water & Power (HHWP) is responsible for a diverse set of water and power assets that require electrical engineering expertise to maintain and operate the system which nearly spans the width of the California. The assets that require heavy electrical engineering support include hydro-powerhouses, substations, high voltage transmission lines, switchyards and interconnections with neighboring power utilities. Successful applicants to this division may oversee the Electronic Maintenance Shop and supervise associated technical staff.

Role description

Position Summary

Under general direction, manages the work of several crews of electricians assigned to various projects and work locations; supervises and evaluates the work of first-level supervisors; reviews and prepares job estimates and daily work assignments; estimates and approves expenditures for materials and supplies; prepares annual work plan and budget projections; writes required reports; and performs related duties as required.

The essential job functions include, but are not limited to, the following:

  • Meets with managers to plan and prioritize work according to established production targets.
  • Directs daily work assignments through supervision of Electrician Supervisor I.
  • Reviews and prepares job estimates for current and future projects.
  • Prepares and maintains records of time worked and materials expended on projects to justify expenditures.
  • Orders and approves orders for materials and supplies.
  • Interprets and enforces existing methods and procedures relative to installation, maintenance, and repair activities.
  • Monitors completed work of electricians in the field or shop through Supervisor I.
  • Assists in the development and motivation of staff through training.
  • Instructs staff regarding safety procedures.
  • Meets with representatives of other City departments, outside organizations, and the general public in connection with installation and maintenance work.
  • Drives a vehicle to job sites, electrical shops, and meetings at various locations.

If you are interested in this job, we are looking for people that have the following minimum qualifications:

Education:

  1. Completion of a recognized electricians' apprenticeship program.

Experience:

  1. Five (5) years of experience as a journey level electrician, working in the installation, servicing and repair of low (below 600 volts) voltage electrical/industrial controls systems, devices and related components.  Three (3) years of this experience must have been as a supervisor of a crew of three (3) or more journey level electricians. Additional qualifying experience can be substituted for the required apprenticeship on a year-for-year basis.

License and Certification:

  1. Possession of a valid California driver license (upon hire).

Some Positions may require Desirable Qualifications such as the following:

  • Experience working at a large facility.
  • Experience installing and maintaining Industrial Electrical system(s).
  • Experience working around chemicals.
  • Experience performing electrical work at Industrial, commercial and residential sites and facilities.
  • Experience working with voltages up to 60kv.

CCSF employees will not receive credit for experience obtained outside of their classification unless recorded in accordance with the provision of the Civil Service Rule 110.9.1/111A.11.2.

Experience claimed in self-employment will only be accepted if supported by documents verifying income, earnings, business license, and experience comparable to minimum qualifications above. Copies of income tax papers or other documents listing occupation and total earnings must be submitted.

All work experience, education, training and other information substantiating how you meet the minimum qualifications must be included on your application by the filing deadline. Information submitted after the filing deadline will not be considered in determining whether you meet the minimum qualifications.

Selection Procedures:

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ) completed online: (Weight: Qualifying) Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

In-Person Written Examination: (Weight: Qualifying, 50%) Candidates deemed qualified will be invited to a written examination measuring knowledge, skills and/or abilities in job-related areas which may include but not be limited to: Ability to operate heavy equipment related to maintenance, construction, grading operations, trenching/excavating, loading/backfilling; knowledge of safety practices and regulations for heavy equipment; and communication skills.

In-Person Oral Examination: (Weight: 50%) Candidates passing the written exam will be admitted to an in-person oral/performance exam designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: Ability to operate heavy equipment related to maintenance, construction, grading operations, trenching/excavating, loading/backfilling; knowledge of safety practices and regulations for heavy equipment; and communication skills.

The examinations may take place in Moccasin, CA and/or San Francisco, CA.

A passing score must be achieved on both Examinations in order to continue in the selection process and be placed on the eligible list. Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

The department may administer additional position-specific selection procedures to make final hiring decisions.

NOTE:  Applicants who meet the minimum qualifications are not guaranteed to advance through all of the steps in the selection process.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.
