Appointment Type: Temporary Provisional (TPV), limited to no more than 3 years in duration. This temporary position is excluded by the Charter from the competitive Civil Service examination process, is considered "at will" and shall serve at the discretion of the Department Head. This position will be subject to the Permanent Civil Service examination process. Successful participation in the Permanent Civil Service examination and selection through an open competitive process is needed in order to be considered for the permanent appointment.

Role description
Reporting to the Chief Analytics Officer, the Senior Data Analyst will be part of the Research, Strategy and Analytics Unit, an in-house consulting unit charged with system-wide and organizational responsibility to collect, organize, validate and analyze data from a variety of sources while advancing a data-driven culture within San Francisco Public Library (SFPL). The unit is tasked with improving efficiencies, demonstrating outcomes, providing analytical support and developing performance metrics for SFPL projects and initiatives. The senior data analyst will be responsible for collecting and manipulating data into actionable insights to inform understanding of patrons’ usage behaviors, residents’ needs for library services and changing community demographics. These efforts will influence ongoing strategic initiatives and service planning for SFPL as it endeavors to remain the nation’s premier public library system.
Essential Job Duties and Responsibilities:
- Developing project plans, including timeline, scope and objectives and key milestone dates.
- Researching best practices, legal mandates and other relevant background information, while determining needs of key internal/external stakeholders and identifying potential sources of data.
- Performing benchmarking analyses against peer library jurisdictions to inform comparisons on key performance and other relevant measures.
- Performing complex analyses which include data selection, validation and manipulation to support inquiries and business process optimization of current and historical data.
- Identifying process improvement opportunities and developing strategic frameworks for implementation of mechanisms to promote greater organizational efficiency and effectiveness.
- Contributing to data collection efforts through development and administration of relevant survey methodologies to inform operations and support the strategic goals and initiatives of the organization.
- Developing, presenting and communicating findings and recommendations internally and externally to both technical and non-technical audiences, including the use of data visualization and dashboarding techniques to translate complex findings into generally understandable formats.
- Developing and managing strong relationships with business stakeholders and technical partners by working with project teams, managers, IT and other teams to inform business and operational requirements.
- Preparing, maintaining and analyzing performance measure data, summarizing and reporting analysis to management, City and national stakeholders, and other relevant personnel.
- Responding in a timely manner to business and performance measure data inquiries and requests for information by department staff, management and other relevant stakeholders.
- Ensuring the department meets requisite reporting standards; identifying and recommending strategies for reporting as related to supporting data quality and maintaining data; identifying and recommending strategies for business process improvements; and contributing to development of reporting to monitor business critical results.
- Assisting in the unit’s efforts to standardize business data and centralize data storage, ensuring that the data is readily available for analysis as needed.
- Creating and maintaining BI dashboards to make relevant data accessible to management and staff, enabling data-driven decision-making at all levels of the organization.
- Monitoring trends in organizational utilization to inform decision-making and resource allocation.
- Reviewing unit work for completeness, technical accuracy, organization, content, tone and grammatical accuracy.
- Performing related duties and responsibilities as assigned.
Desirable Qualifications/Skills:
- Solid understanding of database structure and management.
- Proficiency in Excel (including formulas, macros, pivot tables, etc.).
- Working knowledge of Tableau, SQL and programming languages such as Python, R, etc.
- Ability to learn things quickly and be flexible.
- Familiarity with large urban public library systems.
- Well-honed interpersonal skills with a demonstrated ability to interact professionally and effectively in a variety of settings and with diverse constituencies.
How to qualify
Minimum Qualifications:
Possession of a baccalaureate degree from an accredited college or university and three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.
Substitution:
Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
