Our Human Resources (HR) Division is recruiting to fill the position of Senior Employee and Labor Relations Analyst (1244) - Skelly Officer.

Role description

Under the general direction, the Skelly Officer plays a critical role in ensuring due process for employees facing potential disciplinary action by conducting fair and impartial pre-disciplinary hearings (Skelly hearings). This position reviews proposed disciplinary actions to ensure compliance with established policies, procedures, collective bargaining agreements, and legal requirements, and makes independent recommendations or final determinations regarding the proposed discipline.

Important and Essential duties:

Employee Relations & Advisory Services

  • Advise supervisors and managers on employee relations matters.
  • Consult with employees, leadership, and labor representatives on employment regulations.
  • Partner with legal, ER specialists, and leadership to ensure defensible outcomes.

Investigations & Fact-Finding

  • Conduct timely investigations into misconduct and whistleblower complaints.
  • Lead fact-finding processes for both represented and non-represented staff.
  • Prepare detailed, analytical investigative reports and correspondence.

Disciplinary Process Management

  • Review and revise disciplinary actions (e.g., warnings, suspensions, demotions, PIPs, appraisals, terminations) for consistency and policy compliance.
  • Represent HR during Skelly hearings.

Compliance

  • Responding to enforcement agency complaints (EEOC, DFEH) through investigations and position statements.
  • Negotiate grievance resolutions and represent departments in expedited arbitrations.
  • Ensure adherence to applicable laws, policies, and collective bargaining agreements.
  • Collaborate with legal, employee relations, and leadership to support sound decision-making

Skelly Hearing Administration

  • Conduct impartial Skelly hearings and allow employees to respond to allegations.
  • Review and analyze evidence, ask clarifying questions, and ensure due process.
  • Issue clear, legally sound decisions or recommendations based on findings.

Administrative Responsibilities

  • Maintain confidential records of Skelly proceedings.
  • Stay current on employment law and policy updates, laws, labor relations, and best practices related to disciplinary processes and due process.

How to qualify

Minimum Qualifications

Education:
A Bachelor's degree from an accredited college or university

Experience:
Three (3) years of verifiable professional human resources experience, similar to 1241 Human Resources Analyst, in one or more of the following areas of activity: recruitment and selection; classification and compensation; employee and/or labor relations; benefits administration; human resources operations; diversity, equity, and inclusion; and personnel training.

Additional qualifying work experience as a professional human resources analyst may be substituted for up to two years of the required education on a year-for-year basis (30 semester/45 quarter units equals one year).

Experience:
1. Completion of a 12-month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Program may substitute for one (1) year of required professional experience.

2. Possession of a Juris Doctorate (J.D.) or Master’s degree in Personnel Administration, Human Resources Management, Business Administration, Public Administration, or Clinical/School/Industrial-Organizational Psychology may substitute for one (1) year of the required professional experience.

Desirable Qualifications: The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalists at the end of the selection process when referred for hiring.

  • Professional experience working on “Skelly” hearings and other due process requirements in public sector employment or general employment law.
  • Professional experience investigating confidential employee relations and labor matters
