Public Works currently has a vacancy for the position of Housing Delivery Manager (0923 Manager II) within the Director’s Office.

Role description

Under the direction of the Director of Public Works, the Housing Delivery Manager will lead all aspects of the department’s housing development efforts. As the department’s Housing Delivery Manager, this position is responsible for developing, implementing, and overseeing a Housing Delivery Performance Assessment and Improvement Plan.

This includes developing targeted performance measures that are outcome focused, measurable and time bound to advance the goals of the Housing Element. This position will also evaluate current housing permitting performance and recommend strategies to streamline processes and reduce permitting timelines. This position will work with senior officials throughout the city, including elected officials, department heads, and other executive-level staff. This position will also work with developers, Public Works staff, and other external stakeholders.

Important and Essential duties:

  • Coordinate and streamline the department’s efforts to approve and permit new housing development.
  • Coordinate internally within Public Works and often across large enterprises or divisions.
  • Work proactively and quickly to resolve Executive Directive issues within Public Works.
  • Educate Public Works staff on the scope and relevance of the Executive Directive and contracts.
  • Serve as department-external Point of Contact for the Public Works Task Force, developers, other departments' Housing Coordinators, and Housing Delivery Agencies and work proactively and quickly to resolve housing issues between agencies.
  • Create and communicate department standards, whenever possible, and meet with all parties when variances are required.
  • Ensure that housing approval functions are adequately staffed; take advantage of developer-reimbursable opportunities to add staff where needed for expediting housing approvals.
  • Participate in ongoing Executive Directive meetings and work, including review of quarterly Housing Delivery reports and attendance at monthly Executive Director’s meetings.

How to qualify

MINIMUM QUALIFICATIONS:

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.

Education
Possession of a baccalaureate degree from an accredited college or university.

AND

Experience:
Four (4) years of professional experience overseeing construction projects, construction contracts, or contractor performance.

Substitution: 

Education Substitution: Additional qualifying experience may be substituted for up to 2 years of the required education. One year (2,000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Experience Substitution: Possession of a Juris Doctor (J.D.) or a Master's degree in Public Administration, Business Administration, Finance, Economics may substitute for one (1) year of the required professional experience.

Note:
One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment. 

Desirable Qualifications

  • Experience in program evaluation, especially around housing delivery
  • An understanding of capital project delivery
  • Possession of a Juris Doctor (J.D.)
  • Experience working directly with elected officials at the municipal level
  • Exception written and communication skills
  • Knowledge of housing development and San Francisco (SF) permitting and contracting processes.

SELECTION PROCEDURE/EXAMINATION REQUIREMENTS:
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Supplemental Questionnaire Exam (Weight: 100%): Candidates will be required to complete a Supplemental Questionnaire by the deadline established at the time of the exam. Candidates will be evaluated on their relevant knowledge, skills, and ability levels in job-related areas. A passing score on the Supplemental Questionnaire must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List/Score Report: A confidential eligible list of qualifying candidates will be created and used for certification purposes only. A score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. However, an eligible list shall be made available for public inspection upon request once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this selection process is subject to change after adoption (e.g., because of appeals), as directed by the Human Resources Director or the Civil Service Commission.

Duration of Eligible List: The duration of the eligible list resulting from this examination process will be 6 months and may be extended with the approval of the Human Resources Director.

Certification:
The certification rule for the eligible list resulting from this exam will be “Rule of the List”.

Post-Eligible List:
Candidates will be invited to interview based on test scores and experience that most closely matches the responsibilities of the position determined from a review of the application materials.
