- Appointment Type: Temporary Exempt: This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.
- Duration of appointment: This position is supporting the upcoming round of labor contract negotiations. Position is expected to start around November 2026 and is expected to conclude around June 2027.
- Work schedule: This position works regularly in-person, onsite at Department of Human Resources offices at 1 South Van Ness Ave in San Francisco and requires some late nights and work on the weekends.
Role description
This position supports the City in its labor negotiations with over 30 unions and more than 35,000 employees such as custodians, sheriffs, engineers, electricians, and nurses and is an excellent opportunity to gain exposure to labor law, labor negotiations and working for the City and County of San Francisco. This position provides costing support for a management bargaining team led by a chief negotiator and consisting of a Deputy City Attorney, Employee Relations Division representatives, department representatives and with coordination with the Mayor’s Budget Office and the Office of the Controller.
Specific Duties to be performed:
- Costing and evaluating the merits of union and City proposals.
- Performing salary surveys.
- Drafting and interpreting contract language.
- Analyzing information and succinctly summarizing using charts and matrixes.
We’re looking for someone with:
- Strong experience with Excel.
- Ability to use and query databases.
- Strong math, statistics and analytical skills.
- Ability to multi-task and shift directions rapidly.
- Can operate effectively with a very low margin of error.
This position will require some late nights and work on the weekends for a few weeks towards the end of the negotiating process in the Spring. Labor negotiations can sometimes get quite heated so an ability to handle stressful situations is needed.
How to qualify
- Education: Possession of a Bachelor's Degree from an accredited college or university. Course work in the social/behavioral sciences or in public/business administration is preferred.
- Substitution: Professional personnel experience performing duties equivalent to those of City class 1280 Employee Relations Representative must substitute for the required education on a year-for-year basis. (One year of experience will be considered equivalent to 30 semester or 45 quarter units of college coursework.) Experience in City classes other than 1280 must be documented in accordance with Civil Service Commission Rule 109 in order to be treated as qualifying.
Desirable Qualification:
- Experience working in a Civil Service system
- Experience using Microsoft Excel to analyze information and create charts and matrixes
- Experience with database queries
- A master’s degree in public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other closely related fields of study is preferred.
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
