Who We Are

Through the provision of coordinated, compassionate, and high‐quality services, the Department of Homelessness and Supportive Housing (HSH) strives to make homelessness in San Francisco rare, brief, and one time. The Department provides assistance and support to homeless and at‐risk youth, adults and families to prevent imminent episodes of homelessness and end homelessness for people in San Francisco. Services including outreach, homelessness prevention, emergency shelter, drop‐in centers, transitional housing, supportive housing, short‐term rental subsidies, and support services to help people exit homelessness. What We Do

San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results. HSH’s Homelessness Response System (HRS) oversees and implements a system of care that serves 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families including shelters for members of the LGBT community and survivors of domestic violence; Navigation Centers that provide temporary shelter to chronically homeless individuals using a low-barrier entry model; rapid rehousing rental subsidies for families, adults, seniors and transitional aged youth; the Problem Solving/Diversional programs including the Homeward Bound program which has helped 11,000 individuals return to stable housing in their city of origin; and robust supportive housing programs over 8,000 units which provide permanent housing and services to formerly homeless individuals and families.

Role description

What You’ll Be Doing

HSH is looking to fill several 1823 Senior Administrative Analyst positions throughout the organization. Under general direction, plans, organizes, leads and/or participates in complex, sensitive, and detailed analytical work in the areas of budget, financial/fiscal, economic, legislative and administrative policy and/or contract administration.

These 1823 Senior Administrative Analyst positions are Temporary Exempt (TEX) appointments. The positions are excluded by the Charter from the competitive Civil Service examination process and incumbents are considered “at will” and shall serve at the discretion of the Executive Director. The yare project-based and are estimated to end in June 2022. Employees hired into these positions are considered at-will and can be separated from the position by the Executive Director at any time.

SIP Demobilization Unit Staff: Support ongoing operation of the Alternative Shelter Program through winddown and demobilization. The SIP Alternative Shelter Program has been extremely successful at keeping our most vulnerable neighbors experiencing homelessness safe from the spread of COVID-19. Recognizing that FEMA will no longer reimburse the City for SIP expenses after September 30, 2021and that the City is moving into recovery, guests in SIP hotels will be moving into housing and temporary SIP Hotel rooms will be demobilized so that capacity decreases consistently each quarter. The current rehousing plan calls for all SIP guests to be exited by April 2022 and for all hotels to be demobilized by June 2022.

SIP Guest Services Unit Staff:
Guest Placement:

  • Coordinate requests from all referring entities for placements into Shelter in Place hotels and congregate shelters in the Alternative Housing System
  • Track room and bed availability via multiple data sources and verify availability with sites directly
  • Manage transfer requests within the Alternative Housing System, including arranging for transportation
  • Facilitate daily placement call with all referring entities, allocating available beds and rooms based on prioritization policy
  • Monitor the status of placements throughout the day, and coordinate adjustments as needed with referring entities and CBO providers at sites
  • Enter placement data into RTZ bed management system

Benefits and Services:

  • Coordinate with homeless outreach teams to assigned slots and make final approvals of exits, placements, and transfers. Follow up on exit appeals, interview guest and staff involved and approve of the final decision to exit or transfer.
  • Receive all readmission requests, transfer requests related to (1) life safety emergencies, (2)Reasonable Accommodation requests, and (3) violence or threats of violence; as well as guest complaints sent via email or the emergency phone line.
  • Document all such requests and complaints, including date submitted, requestor contact information, resolution requested, and outcome.
  • Consult with the Housing and Medical Groups of the CCC Operations Section, the Guest, and potentially the Guest’s case managers and/or advocates to investigate requests and complaints. Gather supporting documentation as required by the SIP Operations Manual.
  • On behalf of the CCC, approve, deny, or recommend an alternative to the resolution requested.
  • In the case of readmission, Reasonable Accommodation, and life safety requests, liaise with the Referrals and Transport Coordinator of the Client Services Unit as to immediate next steps.
  • In the case of complaints, provide guidance to the Alternative Housing Management Unit on how to resolve the matter(s) raised.
  • Notify Guests as to the CCC’s decision within five business days; communications may include direct, live conversations with the Guest.
  • Facilitate daily meeting with Guest Services team to keep up to date on number of placements/transfers and activity on 2 shared inboxes (HSB Placements and HSB Housing)

SIP Program Site Management Unit Staff:

  • Respond timely to requests from CBO to troubleshoot issues related to security, infrastructure and food delivery services as needed
  • Coordinate with Department of Emergency Management to monitor and plan for hazards(environmental, weather-related & demonstrations)
  • Monitor supplies and track supply orders, including PPE, and ensure supplies are delivered to sites
  • Establish positive working relationship with onsite lead agency and security staff
  • Work closely with site partners to ensure the smooth operation of the site
  • Visit each site at least once a week
    • Weekly in-person check-in
      • Get updates of room inspections
      • Follow up on issues that have been reported in online
    • Keep log of issues
    • Check binders weekly to make sure necessary logs have been maintained daily
  • Report critical Incidents timely and support their resolution
  • Support the site in the use of the room tracking software (RTZ)
  • Coordinate the dissemination of new and revised policies and procedure as needed
  • Serve as a primary point of contact and supervisor to the CBO at assigned sites
  • Attend Bi-Weekly check-in and disseminate information to CBO as needed
  • Participate in CCC operations continuous improvement efforts as needed
  • Provide evening and weekend on-call management coverage to the SIP sites
  • Support the addition, relocation, or demobilizing of sites as needed

Salary Range: $50.29 - $61.11/hour; $8,717.00 - $10,593.00/month; $104,598.00 -$127,114.00/year

How to qualify

MINIMUM QUALIFICATIONS

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university; and three (3) years full-time equivalent experience performing professional-level analytical work, as described in Note A; OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework as described in Note B and two (2) years full-time equivalent experience performing professional-level analytical work, as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university, and four (4)years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major course work as described in Note B and three (3) years full-time equivalent experience performing professional-level analytical work as described in Note A

Substitution
Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to30 semester units/45 quarter units.

Notes on Qualifying Experience and Education
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.
B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1823.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.
