The Committee on Information Technology (COIT) is San Francisco’s technology governance and policy making body. COIT provides a forum for City leadership to coordinate and collaborate on citywide technology decisions, and develop strategies to improve the transparency, accountability, and accessibility of City technology. The Committee includes members from the Mayor’s Office, the Board of Supervisors, the Controller, the City Administrator, and the Human Rights Commission amongst other departments.
COIT is staffed by a small team that lays the groundwork for the Committee to make decisions shaping the future of City technology, investments, and policy. The position detailed below sits on this team.

Role description
COIT is looking for a motivated team member to help us build our technology policy program and support our annual budget process. Candidates who are eager to learn and are interested in the transformative potential of government technology are especially encouraged to apply!
The 1822 Policy Analyst is a key member of the team helping to prepare and organize for public meetings, general event management, and policy support. You will support team members in their day to day work, such as helping the Director throughout the budget process prepare materials for public meetings and general analysis.
In addition, you will be assigned to support policy development as needed. One of COIT’s primary responsibilities is to support the development and adoption of citywide technology policies. With the recent adoption of the Digital Inclusion & Accessibility Standard, the Stop Secret Surveillance Ordinance and other privacy related legislation, the Policy Analyst will play a key role in helping to develop and implement citywide policy. Part of your regular duties will include attending policy meetings, taking notes, interviewing program staff, and helping to draft and edit policies for later consideration and adoption at COIT.
Altogether, some of the other tasks that will be asked of you include: comply with public meeting requirements by posting materials before and after meetings, respond to sunshine requests and other requests from the public, event management, update the COIT website, data entry, draft newsletters and other citywide communications, and support team members as needed.

Essential Functions
COIT is a small team where every member plays a critical role. The Policy Assistant is a multidisciplinary position helping the Director with strategic planning, the annual budget, and policy development as well as the Portfolio Manager in analysis and general outreach.
Some of the ways you will help with COIT’s main operations include:
- Policy Development & Evaluation: Key to the role is also to support the growth of policy development at COIT. The Policy Analyst will help draft policy documents by engaging with city leadership, performing comparative research on policy topics, holding meetings with subject matter experts, writing and edit policy drafts, and coordinating feedback from citywide IT leadership.
- Budget Support: The role is also expected to support the annual budget process. COIT maintains a central system via SharePoint to track information regarding the City’s technology projects and systems, including annual budget requests. As part of your core responsibilities, you will help verify and evaluate budget requests, and maintain and troubleshoot support for the system.
- Public Meetings: Generally, COIT holds two to three public meetings every month which are subject to strict public noticing requirements. You will be responsible for making sure all public meetings and team activities are in compliance with the Sunshine Ordinance. This may also require responding to sunshine requests as needed.
How to qualify
1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university; and one (1) year full-time equivalent experience performing professional-level analytical work,as described in Note A; OR
2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework as described in Note B; OR
3. Possession of a baccalaureate degree from an accredited college or university, and two (2) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
4. Possession of a baccalaureate degree from an accredited college or university with major coursework as described in Note B and one (1) year full-time equivalent experience performing professional-level analytical work as described in Note A;
SUBSTITUTION: Applicants may substitute up to two (2) years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Notes on Qualifying Experience and Education
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1822, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1820 is considered qualifying.
B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1822.
Desirable Qualifications
The Policy Assistant will be in a citywide position, visible to both the public and to staff citywide. A broad range of communications and organizational skills are required to succeed, such as:
- Communications: COIT is a citywide role that regularly interacts with City leadership. The Policy Assistant should have strong communication skills in building relationships and articulating goals to multiple audiences. Successful candidates will also show a demonstrated interest in writing and editing.
- Organization: Candidates must have superb organizational skills. Helping to organize files and the general flow of the office is a key attribute to helping the team succeed overall.
- Technology Intuitive: A basic understanding of the Microsoft suite of tools is required, but you should have a general interest in learning new applications.
- Adaptability: But most importantly, you should be a collaborative team member committed to the general success of the team! Successful candidates will want to learn first and foremost, and are willing to try and test out new and innovative practices, whatever they may be.

Compensation: $90,168 - $109,616 annually
