About:
The Office of the Assessor-Recorder is responsible for carrying out property tax-related functions governed by the State Constitution and State and local laws. Our core responsibilities include locating all taxable property in the City and County of San Francisco, identifying ownership, establishing a taxable value, and applying all legal exemptions. Property broadly includes both real property and personal property owned by businesses. The Office of the Assessor-Recorder is also responsible for recording documents and maintaining those public records. Over 400 different types of documents are recorded annually, including deeds of trust, reconveyances, liens, and public marriage licenses. The Office is also responsible for collecting any transfer tax due upon a change in property ownership. The Office of the Assessor-Recorder strives to conduct our work with the core principals of professionalism and integrity.
What We Do
Heightened activity in the real estate and business markets means increased demand for the work of our office. Every year, property tax revenue remains the largest single source of funding for the City’s General Fund revenue, representing over $2.3 Billion in Fiscal Year 2020-21. This revenue funds crucial services like public safety, education, neighborhood improvements, and health and family support services. This past year, the dedicated work of the Assessor-Recorder staff to close the property tax roll represented a cumulative value of over $328 Billion and generating over $3.7 Billion dollars in local revenues. This is due in part to strong growth in the real estate market, additional construction across San Francisco, and our office’s efforts in increasing efficiency. In recent years, we have taken significant steps toward modernizing our operations, including kicking off a multi-organization effort aimed at modernizing City-wide Property Assessment & Taxation Systems (Project SMART). Project SMART (System for Managing Assessments, Records and Transactions) is a multi-year project to replace our legacy property assessment system that manages the City’s $328 Billion in assessed property value. The new system will handle all aspects of assessment functions and will be able to integrate with other City systems, specifically the Office of the Treasurer & Tax Collector and the City Controller's Office.
Role description
The Office of the Assessor-Recorder is looking to hire one (1) Technical Project Manager as part of our Property Assessment Replacement Project also known as the System for Managing Assessments Records and Transactions (SMART) project.
Under the supervision of the SMART Project Director, the Technical Project Manager will
- Provide support to the ASR Project Director by participating in Project Management Office (PMO) meetings, directing the System Integrator (SI) on Assessor-Recorder (ASR) needs, and serving as a backup to the ASR Project Director.
- Provide project management support for the SMART project’s Functional Track. Work alongside the SI to ensure that they manage and maintain the overall project milestone schedule, and review and verify the integration of the services & deliverables.
- Ensure that all milestones and deliverables are successfully provided by the SI in the agreed upon timeline and cost, as specified in the SMART agreement and project plan.
- This includes, but is not limited, to: participating in design sessions, internal and external defect triage meetings, capacity and dependency planning discussions, sprint planning sessions, user acceptance planning and execution, business readiness/org change discussions, etc.
- Ensure sufficient training and documentation of the new system to enable easy product adoption.
- Provide support to Product Owners (POs) and work with development team to ensure gaps are closed where story definition and acceptance criteria is not well defined nor ready for build.
- Provide consultation and support to POs on system design/build. Help POs validate that design and build meet business requirements. Identify gaps and ensure proper tracking and management.
- Provide consultation and support to POs on story grooming, sprints goals, and trade-offs.
- Assist with acceptance testing project management. Ensure environment readiness. Data mine/ensure test data availability. Coordinate test/re-test activities. Ensure test cases are created against correct test plan and cycle in JIRA and linked to the related stories.
- Manage testing defects. Provide initial prioritization of defects to inform POs for backlog refinement/story grooming.
- Support project go-live activities.
- Support System Integration Testing and User Acceptance Testing activities
- Support data migration, mapping, and cleansing
- Stakeholder management for data activities with internal Operations and the system integrator
- Support the tracking and management of SMART data tasks
How to qualify
The City & County of San Francisco requires its employees to be based in California, United States of America. While much of the work for this position is performed remotely, there may be times employees have to report to a physical work site in San Francisco, California, USA for onsite meetings or to meet a obligation as a Disaster Services Worker. Candidates must be California/Bay Area based OR actively pursuing relocation to the local area.
Minimum qualifications for the position as set by the city & County of San Francisco include:
1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
3. Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years full-time-equivalent experience performing professional-level analytical work as described in Note A;
SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1824, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1823 is considered qualifying.
B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1824.
The Ideal Candidate will have:
- Experience managing ERP-CRM systems like SAP, Oracle or Salesforce
- Project Management Professional (PMP) Certification
- Proficiency with standard Project Management tools including MS Project, Jira and Confluence, and JIRA Advance Roadmap
- Salesforce Certifications
- Experience managing Salesforce Custom development projects
- Technical or Auditing certifications
- Experience working with Data Migration and Integration Projects
- Excellent written and verbal communication skills
- The ability to work with a wide variety of people from different departments, organizational levels, and professions
- Experience with meeting facilitation
