Role description

What You Will Do.  This position provides skilled leadership and experience on behalf of DCYF.  Performs duties requiring a high degree of independent judgment on training systems, collaborations, workshops and individualized coaching for all DCYF funding strategies as well as to support the fiscal and administrative operations of the department’s funded community-based organizations (CBO’s) and City partners. Serves as an intra-CCSF-departmental and community liaison to support DCYF’s priorities and policies; gathers information, opinions, and concerns related to the provision of technical assistance for all DCYF strategies; manages and analyzes information utilized in the development of training systems, program and agency assessments of quality and health, collaborations with other city partners, contracts with technical assistance providers, and other pertinent areas and functions requiring direction from DCYF. 

Essential Job Duties and Responsibilities:   

1.       Coordinate DCYF’s Technical Assistance efforts for all of DCYF’s service areas by leading the development and refinement of all training systems and resources for program and fiscal/administrative support 

2.       Develop Technical Assistance offerings in conjunction with funding strategies by working closely with the Managers and Senior Leadership 

3.       Develop and coordinate internal systems for information gathering by working closely with the managers and their respective teams to ensure that areas of focus for technical assistance efforts and methods of training are effective 

4.       Coordinate DCYF’s implementation of the Youth Program Quality Initiative for all grantees.   

5.       Co-design the protocols and procedures for YPQI process which includes external and internal quality assessment, Planning with Data and SMART goal development. 

6.       Coordinate external systems for information gathering from City partners and stakeholders to help in the development of training resources that are coordinated with other overlapping efforts 

7.       Coordinate and facilitate process for developing technical assistance plans for DCYF’s grantees including overseeing the implementation of quality assessments of grantees, gathering data on the results of these assessments, coordinating with Contracts & Compliance to access fiscal and compliance monitoring data, and synthesizing all information into a common tool that can be used to discuss quality improvement plans across teams 

8.       Assist with the development of Request for Proposals/Qualifications (RFP/RFQ) used to create a pool of qualified Technical Assistance providers across a range of topics and service areas; Assist Contracts & Compliance with all processes related to these RFPs/RFQs including selection of providers 

How to qualify

1. Possession of a baccalaureate degree from an accredited college or university AND four (4) years administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND three (3) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work or criminal justice; OR

3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

4. Possession of a Ph.D. or Juris Doctor degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

SUBSTITUTION:

Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

SPECIAL CONDITIONS: 

Candidates must possess these 2 special conditions. 

Experience with the development, implementation, monitoring, and support of programs and services that focus on strengthening families; early care and education; prevention and early intervention; health and wellbeing; youth workforce development and empowerment; out of school time; violence response and truancy prevention; and community building with a focus on children, youth, and their families.

Experience working with Government, Education and Community partners in providing complex scheduling of technical assistance and/or capacity building and/or trainings to community-based, non-profit, and/or education organizations in the areas of government-CBO partnerships, funding and budget management, computer systems, program evaluation, and DEI either directly or indirectly serving children, youth, transitional aged youth and families with diverse socio-economic, cultural, ethnic, housing situations, languages and other underserved needs.- 36 months

·       Experience providing or implementing technical assistance and capacity building to child, youth and young adult serving organizations. 

·       Knowledge of quality improvement methods and processes. 

·       Knowledge of youth development principles and best practices as well as familiarity with youth serving organizations throughout San Francisco. 

·       Familiarity with nonprofit organizational structures related to programmatic and administrative management. 

·       Ability to collaborate and partner with a range of organizations including city departments, training providers and community-based organizations. 

·       Excellent organizational and time management skills. 

·       Excellent communication and writing skills. 

·       Ability to interact effectively with San Francisco's diverse communities.

Compensation: $117,260 -$142,584 annual salary

Selection Procedures:

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying) - Candidates will be e-mailed a link to complete a Minimum Qualification Supplemental Questionnaire (MQSQ). This MQSQ is designed to obtain specific information regarding an applicant’s experience in relation to the Minimum Qualifications for this position as required for the minimum qualifications review. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Candidates who send in a completed MQSQ by the provided deadline, and meet the minimum qualifications will be invited to participate in the Supplemental Questionnaire Evaluation.

Supplemental Questionnaire Evaluation (Weight: 100%) - Candidates who meet the Minimum Qualifications will be e-mailed a Supplemental Questionnaire with 4 essay questions.  It is designed to measure the knowledge, skills and abilities required for this 9775 position at DCYF. All candidates’ responses to the Supplemental Questionnaire are subject to verification. All relevant experience, education and/or training must be included in the responses in order to be reviewed in the rating process. Candidates must complete the Supplemental Questionnaire and it must be submitted by the provided deadline. Once submitted, applicant responses on the Supplemental Questionnaire cannot be changed.

A passing score on the Supplemental Questionnaire Evaluation must be achieved in order to be placed/ranked on the Score Report / Eligible List. Candidates will be placed on the Score Report / Eligible List in rank order according to their final score.

Certification - The certification rule for the eligible list resulting from this examination will be Rule of Ten (10) Scores. The hiring department may conduct additional selection processes prior to making final hiring decisions.

Eligible List - A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be 12 months, and may be extended with the approval of the Human Resources Director.

Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification.
