What We Do

San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing seeks to be a national leader in the movement to end homelessness by developing a coordinated, client-focused system of services, piloting innovative models, and implementing proven solutions with measurable results. Major programs include: street outreach and service connection through the Homeless Outreach Team; 1,500-bed shelter system for single adults and families including shelters for members of the LGBT community and survivors of domestic violence; Navigation Centers that provide temporary shelter to chronically homeless individuals using a low-threshold entry model; rapid rehousing rental subsidies for families, single adults, seniors and transitional aged youth; the Homeward Bound program which has helped 10,000 individuals return to stable housing in their city of origin; and robust supportive housing programs of nearly 6,500 units which provide permanent housing and services to formerly homeless individuals and families.

Role description

What You’ll Be Doing

The Housing Ladder Program Manager will support multiple vital programs to the Homelessness Response System, Housing Ladder, Housing Choice Vouchers, and Flexible Housing Subsidy Pool. As part of the City and County of San Francisco’s strategic priority to reduce homelessness, the Housing Ladder program offers opportunities for residents of Permanent Supportive Housing (PSH) to move from settings with enriched supportive services to more independent living with an ongoing rental subsidy—and thereby freeing units for individuals in need of the supportive services available in PSH. In partnership with the Housing Authority of San Francisco, the Housing Ladder Program Manager supports two Housing Choice Voucher programs, the Mainstream Voucher and Emergency Housing Voucher. These programs provide individuals that access the Homeless Response System with tenant-based vouchers and housing stabilization services. The Housing Ladder Program Manager will also support implementing the Flexible Housing Subsidy Pool program. A permanent rental subsidy offered to individuals experiencing homelessness.

The Housing Ladder Program Manager will report to the Scattered Site Housing Program Supervisor and is a member of the Housing Subsidy Team at HSH. As HSH increases its housing portfolio as part of the Mayor’s Homelessness Recovery Plan.

Essential Duties and Responsibilities:

  • As a member of the Housing Subsidy Team, the Housing Ladder Program Manager leads and supports the implementation of innovative new scattered-site housing programs including the Housing Ladder, Housing Choice Voucher and Flexible Housing Subsidy Pool programs.
  • Follows federal, state, and local Fair Housing laws to ensure equity within the Housing Ladder portfolio.
  • Organizes documentation and activities in accordance with the mission and goals of HSH.
  • Facilitates ongoing housing provider and supports service coordination meetings among Housing Ladder, Housing Choice Voucher and Flexible Housing Subsidy Pool programs.
  • Monitors move-in, stabilization, and community support with partner agencies during the lease-up processes of new programs and filling vacancies within the portfolio.
  • Collaborates with the Housing and Coordinated Entry teams at HSH during the planning and lease-up of new Housing Ladder programs to ensure that units that are vacated through Housing Ladder placements are turned over and made available as in alignment with HSH policy.
  • Strategizes with the Housing Subsidy Team Manager, Scattered Site Housing Programs Supervisor, and Program Managers on the Housing Subsidy Team to identify opportunities to strengthen housing stability across the scattered-site housing portfolio.
  • Partners with the Housing Authority of San Francisco and community partners involved in program development and service provision.
  • Completes program analysis and markets research to support recommendations to improve scattered site programs.
  • Supports the development of program policies and procedures to streamline and improve services.
  • Markets and promotes Housing Ladder eligibility guidelines and available units throughout HSH’s PSH portfolio.
  • Screens and determines eligibility for individuals and families in Housing Ladder programs as they come online.
  • Maintains Housing Ladder applications and documentation within the Online Navigation Entry (ONE) System to ensure referrals are made within an agreed upon timeframe.
  • Ensures providers are completing required ONE System data entry and provide trainings to partners when needed.
  • Provides monthly updates on Housing Ladder, Housing Choice Voucher and Flexible Housing Subsidy Pool placements to the Director of Housing, Housing Subsidy Team Manager, and Scattered Site Housing Programs Supervisor at HSH.
  • In collaboration with nonprofit partners, utilizes creative thought partnership to revise and improve Housing Ladder and Housing Choice Voucher processes to ensure a streamlined system that ensures Housing and Racial Justice principles are met.
  • For applicable programs, oversees Housing Ladder, Housing Choice Voucher and Flexible Housing Subsidy Pool agreements between HSH and nonprofit partners, monitor funding spend down, and lead annual program monitoring
  • Ensures housing placements remain on target and support partners with reaching established outcomes.

How to qualify

Minimum Qualifications:

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification.  Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

Education:
A Baccalaureate degree in social work, public administration, business administration or a related field.

Substitution for Education:
Additional qualifying experience as stated under the experience requirement may be substituted for up to two (2) years of the required education on a year-for-year basis (30 semester/45 quarter units equals one year).

Experience:
Experience: Three (3) years of professional experience in a general administrative capacity of which two (2) years (4000 hours) are in the field of human services. This experience includes responsibility for functions such as budget administration, contract administration, program planning and policy development, or statistical research.

Substitution:
Substitution for Experience: Possession of a Master’s degree in social work, business administration, public administration or related field may substitute for one (1) year of the required experience as described above for all specialties.

Appointment Type: Temporary Exempt, full-time, special project-based position limited to 3 years in duration. This position is excluded by the Charter from the competitive Civil Service examination process, is considered "at will" and shall serve at the discretion of the Department Head.
