Role description

Appointment Type
Temporary Exempt (TEX).  TEX position is excluded by the Charter from the competitive civil service examination pursuant to San Francisco Charter Section 10.104 and shall serve at the discretion of the Appointing Officer.  

This position is being filled as TEX due to lack of an available eligible list from which a Permanent (PCS) appointment can be made.  An 1823 Budget Analyst Civil Service examination is currently in development and will be administered later in the year in order to produce an eligible list.  It is the intent of the Planning Department to fill this position as Permanent when the eligible list is available.  The candidate selected for this TEX position must participate and be successful in a Civil Service Examination process for this classification and be selected through an open competitive process in order to be considered for a Permanent appointment.

The Opportunity
The San Francisco Planning Department is recruiting for one (1) Temporary Exempt (TEX) 1823 Budget Analyst position in our Finance Division..

Division Overview
The Finance Department provides financial management and accounting services to the department that includes budgeting and financial planning, financial reporting and accounting, billing, revenue collection, and debt management.

Position Description

The 1823 Budget Analyst is the sole budget analyst for the Planning Department. Under general direction of the Finance Operations Manager, the Budget Analyst conducts analysis to support the development, maintenance, and administration of the Planning Department’s budget, including budget analysis and projections. The position regularly has contact with the Mayor’s Budget Office, the Controller’s Office, the Board of Supervisors’ Budget and Legislative Analyst Office and other City departments to support the development, approval and administration of the Department’s budget. The incumbent will work as part of the Finance Operations team and be assigned a suite of financial activities to support the entire Department.

The essential functions of this position include but are not limited to:

  • Developing and monitoring the annual budget, including various funding sources, specific project funding, interdepartmental services, and capital reporting;
  • Entering all budget information into the City’s budget system and balancing budget entries in support of the Department’s annual budget submission.
  • Working with all internal and external stakeholders at all levels in the development and preparation of the Department’s annual budget.
  • Preparing Historic Preservation and Planning Commission staff reports for the annual budget approval process and other financial matters requiring the review and approval of the Commissions.
  • Assisting in developing revenue projections and multi-year revenue forecasting.
  • Assisting in writing and presenting budget reports and other responses to information requests;
  • Performing analysis for budget development and resource planning;
  • Reviewing and analyzing budget requests from project managers;
  • Performing analysis for budget administration and financial reporting;
  • Preparing the Department’s 6 and 9 Month Reports for the Controller’s Office and the Mayor’s Budget Office.
  • Performing financial analyses, including expenditure projections, throughout the fiscal year;
  • Performing analysis for development of administrative, management, program and organizational policies and procedures;
  • Ensuring the department adheres to all expenditure and performance measure reporting requirements;
  • Gathering, reviewing and reporting on performance measure data;
  • Performing fiscal year-end close financial activities, including balancing funds and carryforwards, submitting budget and general ledger journal entries in the City's financial system.

This position requires someone who is highly organized, works effectively under pressure, thinks critically, knows when to use independent judgment, and possesses excellent written and verbal communication skills.

How to qualify

Minimum Qualifications

  1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university and three (3) years of full-time equivalent experience performing professional level analytical work as described in Note A; OR
     
  2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and two (2) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
     
  3. Possession of a baccalaureate degree from an accredited college or university and four (4) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
     
  4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and three (3) years full-time equivalent performing professional level analytical work as described in Note A

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1823.
