The Systems Division of the Controller’s Office manages the City and County of San Francisco’s Enterprise Oracle and PeopleSoft Applications, which are branded locally as our People & Pay, Learning, Financials, Procurement, and Reports and Analytics systems. These applications provide a robust, integrated platform that delivers mission-critical services to 65 City Departments, eliminating the need for hundreds of independent legacy systems and customized applications. The division serves over 35,000 active City employees, 75,000 retirees, and 25,000 city suppliers with our centralized and integrated systems. The technology implemented and maintained by the Systems Division provides standardization, transparency, and efficiency for the City’s crucial business processes. Role description
PMO Team description
The Project Management Office (PMO) team provides project management and software development tools, solutions and services to our business partners so they can work faster and better. We aspire to be the connective tissue that supports the core business operations of System Division so that our team is able to achieve our shared vision of making the System Division the partner of choice for City Departments.
The Role
The Senior Governance & Reporting Analyst reports to the Systems Division’s Program & Project Management Director and will be responsible for supporting the Division’s project management governance framework, performance reporting, demand management and portfolio management services in order to systematically improve data-driven decision-making, operational improvements, and integrated planning capabilities. This Senior Analyst will have the opportunity to mature the Division’s processes and governance, support a roadmap of PMO strategies and initiatives, and formulate viable recommendations to improve business operations and project management methodologies.
Responsibilities
- Ensure compliance with Systems Division project management standards and encourage adoption of the project management life cycle
- Oversee the project life cycle by monitoring processes, tasks, and metrics associated with the project portfolio; and measuring/reporting performance against the baseline scope, budget, time, and resources
- Conduct project initiation, phase gate, and deliverables reviews, and facilitate regular project status reporting
- Ensure the appropriate prioritization, categorization and routing of initiatives submitted through the project initiation process
- Review and update current processes, templates and procedures, to incorporate leading practices and adapt to changing business requirements
- Implement industry standard data governance practices
- Drive continuous process improvement by collaborating with stakeholders on design of new solutions that enhance business performance and achieve established goals
- Coach, mentor and assist team members to establish a consistent level of quality, accuracy, and compliance with departmental standards and internal controls
- Performs other duties as assigned, including project management work on initiatives
- Prepare and present performance, project, and executive reports
- Ensure the effective maintenance of PMO applications, ensuring system administration, training, support, and reporting for users
A Successful Candidate Will…
Operate effectively with teams and executive management and be comfortable leading, negotiating and influencing. The candidate must have strong planning and organizational skills, broad understanding of project management, information technology service management, data governance, and reporting methodologies and best practices. To effectively support our stakeholder’s business objectives and policies, the candidate must have a strong understanding of the functional business areas supported by the Systems Division – City Finance, Accounting, Procurement, Budget, Human Resources, Benefits, Payroll, and Learning –and exceptional collaboration and communication skills.
The candidate is strategic and sees the big picture while also being tactical managing the details, understand interdependencies and constraints between systems and processes, and able to drive a project from start-to-finish. Strong oral and written communication skills are crucial, as well as ability to think clearly, analyze quantitatively, problem-solve, scope business requirements, and prioritize.
Impact of Results:
The System’s Division’s PMO governance framework is improved and more utilized, resulting in more successful project implementations, increased standardization of project delivery across business lines, and a more organized portfolio approach to project intake and prioritization to ensure System initiatives are well understood, prioritized and executed.
How to qualify
1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university, and three (3) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B, and two (2) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
3. Possession of a baccalaureate degree from an accredited college or university, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and three (3) years full-time-equivalent experience performing professional-level analytical work as described in Note A;
SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.
