About:
The San Francisco Municipal Transportation Agency (SFMTA) is a department of the City and County of San Francisco responsible for the management of all ground transportation in the City. The SFMTA has oversight over the Municipal Railway (Muni) public transit, as well as bicycling, paratransit, parking, traffic, walking, and taxis.
The Transit Priority Team is a dynamic, deadline-driven, and innovative team leading delivery of Muni Forward projects that improve travel time and reliability for San Francisco’s public transportation system. Muni Forward is a nation-leading program that is making service more efficient, reliable, safe and comfortable for over 700,000 daily customers. In conjunction with other San Francisco Municipal Transportation Agency (SFMTA) programs, Muni Forward is the ongoing blueprint for making Muni a great transportation choice and represents an exciting long-term enhancement to San Francisco’s transportation networks.
Role description
APPOINTMENT TYPE: Temporary Exempt - Full Time not to exceed two (2) years – This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

The 5290 Transportation Planner IV will play a key role in implementing Muni Forward by developing, planning, and implementing projects. These projects aim to increase reliability and improve the customer experience for Muni riders along key corridors and at targeted transit delay “hot spots”. This position will lead a matrix team of planners, engineers and communication experts in design, environmental review and outreach that ultimately culminates in SFMTA Board approval. The 5290 Transportation Planner IV coordinates with Transit Engineering, Transit Communications, the transit collision reduction team, transit operations, construction teams and the Vision Zero team and other groups across the agency. The ability to coordinate and a strong commitment to project goals is essential to delivering these improvements.
Examples of Important and Essential Duties:
- Develops, plans, implements, and evaluates transit priority projects that improve efficiency, enhance the customer experience, and improve safety on the transit network.
- Leads the planning and implementation of quick-build improvements to enhance reliability at key corridors and at transit delay “hot-spots”.
- Manages several direct reports and oversees all areas of their job duties, including developing work plans, mentoring, and providing work product oversight.
- Coordinates and provides direction to a matrix team of engineers, planners, transit operations, transit maintenance and communications staff.
- Tracks progress and status of Muni Forward and quick-build transit priority improvements.
- Develops reports based on key metrics that translate the progress and impact of Muni Forward to various stakeholders including, but not limited to, project funding partners.
- Prepares materials for public and stakeholder meetings and presents to various community and policy making groups.
- Actively represents Muni in the planning, coordination, and implementation of projects from other divisions or City agencies that may affect transit reliability.
- Prepares correspondence in response to public or other agency inquiries.
- Analyzes and evaluates transit data and information such as on-time performance, ridership, schedules, and maintenance performance information.
- Performs other related duties as assigned.
How to qualify
Minimum Qualifications:
1. Possession of a Master's Degree from an accredited college or university in Planning, Transportation, Transportation Engineering, Public Administration or other closely related field; AND four (4) years of transit planning and/or transportation experience, OR
2. Possession of a baccalaureate degree from an accredited college or university preferably in transportation, mass transit planning or other closely related field; AND six (6) years of transit planning and/or transportation planning experience.
Substitution:
Additional transit planning and/or transportation planning experience beyond the Minimum Qualifications may be substituted for the educational requirement on a year-for year basis.
Additional post-graduate education as described in item 1 of the Minimum Qualifications may be substituted for required experience on a year-for-year basis
(30 semester units/45 quarter units equal one (1) year of experience).
Desirable Qualifications:
- Demonstrated experience in project and people management and leadership skills.
- A strong interest in enhancing urban multimodal transportation networks and a strong sense of advocacy for public transportation.
- Experience in complex outreach and stakeholder engagement.
- Strong written and verbal communication skills.
- Strong data analysis skills, as well as the ability to analyze complex problems.
- Knowledge of Microsoft Office Suite, Geographic Information Systems (GIS), and Adobe Illustrator.
- Ability to work in a time-sensitive environment; respond quickly and effectively to unanticipated circumstances.
- Familiarity with the Muni transit network and with San Francisco’s multimodal transportation network in general.
- Demonstrated ability to take initiative, work independently, collaboratively, professionally, and be a team player.
- Ability to communicate fluently in Spanish and/or Chinese.
